Ongoing Evaluations

  • Multimedia Evaluation on CDB’s Effectiveness in the Basic Education Sector in the OECS
    The objective of the consultancy is to prepare a comprehensive report which consolidates the findings, information and data from the evaluations of the Basic Education Projects in St. Lucia, St. Vincent and the Grenadines, St. Kitts and Nevis, and Antigua and Barbuda. It is intended that the Report tell the story of the development effectiveness of CDB’s interventions in the Basic Education Sector over the period 2000-2010 in the context of the Bank’s increased emphasis on poverty reduction and strategies for the Basic Education Sector (2001-06) in the BMCs. The narration of the story is to be done in multi-media format.
  • Evaluation of the Sixth and Seventh Cycles of the Special Development Fund (Unified)
    The primary objectives of the evaluation are to: (a) assess the relevance, efficiency, effectiveness, sustainability and responsiveness of SDF as a mechanism to meet the challenges facing BMCs over the two cycle periods 2005 to 2012 (SDF6 and SDF7); and (b) propose actionable recommendations and identify lessons to improve design and delivery of SDF programmes.

The output of the evaluation is to provide SDF Contributors, Beneficiary BMCs and CDB as administrator of the SDF, with evidence to improve selection, preparation and implementation of SDF-funded interventions; increase value-added by CDB in addressing its overarching mission of systematic poverty reduction in BMCs; and enhance coherence, integration and alignment in meeting CMDGs, development effectiveness and development objectives beyond 2015.

  • Evaluation of Policy-Based Operations (2006 – 2014)
    This evaluation summarises CDB’s experiences with the PBO instrument over the past nine years (2006 – 2014) and identifies lessons that can be learned and applied in future operations. It reflects CDB’s commitment to assess and improve its operations and delivery of services.
  • Haiti Country Programme Evaluation
    The evaluation will review CDB’s Country Strategy Papers for Haiti and evaluate the design and implementation of the related country programmes in Haiti over the period between 2007 and 2015, identifying specific lessons that can be learned and applied in both the design of subsequent CSPs and programme delivery. This Country Strategy and Programme Evaluation therefore seeks to provide credible and reliable information on CDB’s performance at the country level in Haiti to enable lessons and recommendations to be drawn that may be used to improve the development effectiveness of the Bank’s future strategies and country assistance programming. It aims to analyse CDB’s emerging relationship with Haiti, taking an independent and comprehensive view in assessing the programme’s relevance, efficiency, effectiveness and sustainability, and provide valuable inputs into the next CSP for Haiti.
  • Support to the Office of Independent Evaluation for the Validations of six PCRS
    The aim of the evaluation is to provide technical support to assist CDB in transitioning to a more simplified, efficient and value-added Project Completion Report validation process that can inform strategic decision of CDB. Towards the end of the process, six PCRs, which were selected by APEC in March 2015 will be validated and presented to the Board.
