CONSULTANCY SERVICES FOR

THE CONDUCT OF A DISASTER RISK REDUCTION AND CLIMATE CHANGE KNOWLEDGE, ATTITUDE AND PRACTICE STUDY 

REQUEST FOR EXPRESSIONS OF INTEREST

 

The Caribbean Development Bank (CDB) through the Community Disaster Risk Reduction Fund has allocated financing to the Humana People to People Belize, a Non-Governmental Organisation in Belize, towards the cost of the Building Adaptive Capacity and Resilience to Climate Change in Toledo, Southern Belize Project.   CDB intends to carry out a study under a contract for which this invitation is issued.  The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than CDB shall derive any rights from the financing or have any claim to the proceeds of the financing.

CDB now wishes to procure consultancy services for the Conduct of a Disaster Risk Reduction and Climate Change Knowledge, Attitude and Practice Study in Southern Belize. The objective of the intervention is to carry out a survey in the project communities and among targeted groups to determine the current levels of awareness about disaster risk reduction (DRR) and climate change adaptation (CCA) strategies. The duration of the assignment is expected to be for a period of up to three months.

CDB now invites interested eligible individual Consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Consultants shall be eligible to participate if:

  • the persons are citizens or bona fide residents of an eligible country; and
  • in all cases, the Consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments and work in the area of DRR and CCA in Belize or the Caribbean would be an asset.    All information must be submitted in English.  Further information may be obtained from the address below between 9.00 a.m. and 4.00 p.m. Barbados time from Monday to Friday.

Electronic copies of the Expressions of Interest must be emailed to CDB at procurement@caribank.org no later than 4:00 p.m. on Friday, September 22, 2017.   The email must include the name and address of the applicant and the subject line shall be clearly marked “Expressions of Interest – Consultancy Services for the Conduct of a Disaster Risk Reduction and Climate Change Knowledge, Attitude and Practice Study.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services.   CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
