Hurricane Irma Rehabilitation and Reconstruction Loan

Overview

The Government of the Virgin Islands (GOVI) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$65,291,000 towards the cost of Hurricane Irma Rehabilitation and Reconstruction Loan (RRL) and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of GOVI and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOVI shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.

Thresholds below which eligibility requirements are unrestricted apply to this Loan, as detailed in the CDB Disaster Management Strategy and Operational Guidelines (2009)[1].  However, note that under Section 4.42 of the referred guidelines, the threshold applicable to this loan is US$550,000.

Instructions

The following consultancy assignments will be procured under the project:

  •     Design and engineering services;
  •     Preparation of technical specifications and requirements;
  •     Contract administration and management;
  •     Construction supervision;
  •     Social and gender integration;
  •     Climate risk vulnerability assessment;
  •     Financial audit services;
  •     Information, Communications and Technology.

It is expected that these will be procured during the period May 2018 to November 2018.

The following goods and/or works and/or non-consultancy services will be procured under the project:

a) Infrastructure works including:

  •     Rehabilitation, reconstruction and construction of roads;
  •     Rehabilitation, reconstruction and construction of schools, offices, administrative buildings;
  •     Rehabilitation of water and sewage systems;
  •     Rehabilitation and construction of retaining walls and stabilisation structures;
  •     Rehabilitation, reconstruction and construction of ferry terminals;
  •     Rehabilitation and construction of coastal defences;
  •     Building services.

b) Goods including:

  •     School supplies;
  •     Information Communication Technology (ICT) equipment;
  •     Water and sanitation equipment;
  •     Weather and seismic equipment;
  •     Telecommunications and early warning equipment and systems.

It is expected that these will be procured during the period June 2018 to December 2019.
