Overview

The Government of Antigua and Barbuda (GOAB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$13,400,000 towards improving access, quality and effectiveness of education at the pre-primary and secondary levels. GOAB intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of GOAB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOAB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

 

Eligiblity

Consultants, Contractors and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.

Instructions

The following consultancy assignments will be procured under the project:

  • (a)         Evaluation and reform of teacher education programme;
  • (b)         Strengthening resource allocation capacity;
  • (c)         Evaluation of  Technical and Vocational Education and Training (TVET) capacity;
  • (d)         Technical Assistance (TA) – School Transformation;
  • (e)         Psychosocial services;
  • (f)          Implementing a Central Data Repository;
  • (g)         Detailed design and supervision for (i) new secondary school for 800 students and (ii) Early Childhood Model Center for 40 infants;
  • (h)        Detailed design and supervision for three existing schools;
  • (i)          Project management services (short term) ;
     

It is expected that these will be procured during the period January 2014 to June 2016.

The following works will be procured under the project:

  • (a)    Construction: Expansion of three existing schools;
     

The following goods will be procured under the project:

  • (b)   Furniture and equipment;
  • (c)    Training Related Materials.
     

It is expected that these will be procured during the period January 2014 to September 2016.
