Disaster Mitigation Facility for the Caribbean (DMFC) Project 2002-2006

During the period 2002-2006, a Disaster Mitigation Facility for the Caribbean (DMFC) project was established within the Caribbean Development Bank (CDB), with support from the United States Agency for International Development/Office of Foreign Disaster Assistance. The DMFC sought to mainstream disaster risk management within CDB’s operations, and within the development planning processes in Borrowing Member Countries.

Key Activities and Outputs

Some of the key activities and outputs included information sharing (conferences and workshops), training courses, manuals and tools, the development of building codes and a model mitigation policy.

Designing Building Standards and Building Codes

The Caribbean Development Bank has been involved in the efforts at having a regional building code over the past two decades.

In 1982, CDB approved a Grant of USD60,000 to CARICOM for part-financing the cost of the development of the Caribbean Uniform Building Code (CUBiC). In 1991, the Council of Caribbean Engineering Organisations (CCEO) conducted a review of CUBiC and agreed to recommend a regional effort to update and maintain CUBiC, including the completion of the outstanding sections. This was supported at the Caribbean/Central American Forum on Building Codes and Economic Development (CARIFORUM) held in Puerto Rico in 1998. Subsequently, officials of CDB, CARICOM and the then Caribbean Disaster Mitigation Project of the Organisation of American States agreed to support a regional effort to upgrade and maintain CUBiC.

In 1999, CCEO with the support of CARICOM applied to CDB for a grant to revise and update CUBiC and in June 2001 a formal proposal outlining the proposed methodology and costing was submitted to CDB by CARICOM. The approach outlined in this proposal is to utilise the International Code Council (ICC) codes as the base documents for the proposed new Regional Building Standards developed for application in the Region.
