CONSULTING SERVICES FOR THE PREPARATION OF A MASTER PLAN FOR REDEVELOPMENT OF THE CDB HEADQUARTERS SITE
STATEMENT OF CAPABILITY
The Caribbean Development Bank (CDB) is a multilateral financial institution whose purpose is to contribute to the harmonious economic growth and development of the member countries in the Caribbean and promote economic cooperation and integration among them, having special and urgent regard to the needs of the less developed members. The Bank’s headquarters is located in Barbados. The office buildings on the elevated 11-acre site were constructed during the 1970s and the early 1980s. The Bank is undertaking a review of its existing office accommodation and related facilities with a view to upgrading the headquarters facility to a level conducive to the efficient conduct of its business and serving the needs of its member countries.
Accordingly, CDB now invites eligible firms or joint ventures to submit Statements of Capability for the Preparation of a Master Plan for the Redevelopment of the CDB Headquarters Site. The scope of services will include:
(a) assessment of the condition of existing facilities;
(b) evaluation of CDB’s spatial requirements; and
(c) development of a site master plan.
All aspects of the consultancy are to be undertaken with a view to satisfying:
(a) the Bank’s community – local, regional and international;
(b) the principles of sustainable development and energy conservation;
(c) stakeholder engagement; and
(d) organisational flexibility and adaptability.
Consultants shall be eligible for procurement if:
(a) in the case of body corporate, it is legally incorporated or otherwise organized in an eligible country, has its principal place of business in an eligible country and is more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country or countries or by a body or bodies corporate meeting these requirements;
(b) in all cases, the Consultant has no arrangement and undertakes not to make any arrangements whereby any substantial part of the profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries are CDB Member countries.
Further information on the assignment can be obtained from the first address indicated below. All submissions are to be made in triplicate, in hard copy, to the first address below no later than 4:00 pm on Monday, February 15, 2010. Simultaneously, one copy should be sent to the second address below. The sealed envelopes containing the submission should include the name and address of the applicant and should be clearly marked: “STATEMENT OF CAPABILITY: CONSULTING SERVICES – MASTER PLAN FOR REDEVELOPMENT OF THE CDB HEADQUARTERS SITE”.
Following the assessment of these submissions, a shortlist of firms will be provided with the Terms of Reference and invited to submit technical and financial proposals to undertake the assignment. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not shortlisting any applicant and will not defray any costs incurred by the applicant in the preparation and submission of statements of capability.
