Overview
The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$29,830,000 towards the cost of the Fifth Road (Philip S. W. Goldson Highway Upgrading) Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts for which this invitation is issued. Payments by CDB will be made only at the request of GOBZ and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
Eligiblity
It is expected that these works will be procured during the period July 2014 to December 2015. Contractors from all countries will be eligible to participate in these procurement opportunities.

Instructions
The following consultancy services assignments will be procured under the Project:
- Construction Supervision.
- Detailed Design of Haulover Bridge Replacement.
- Institutional Strengthening Study.
- Gender Capacity Building.
- Communications.
- Monitoring and Evaluation.
It is expected that these consulting services will be procured during the period July 2014 to January 2015. Consultants from CDB member countries will be eligible to participate in these procurement opportunities.
The following works will be procured under the Project:
- Philip S. W. Goldson Highway Upgrading, Section A: Haulover Bridge to Airport Junction;
- Philip S. W. Goldson Highway Upgrading, Section B: Buttonwood Bay to Haulover Bridge;
- Haulover Bridge Repairs; and
- Construction of a new Haulover Bridge.
