CDB at CHOGM 2026: Small States. Big Opportunities.

Oct 19, 2026

From November 1-5, 2026, the Caribbean Development Bank (CDB) will participate in the Commonwealth Heads of Government Meeting (CHOGM) 2026 in Antigua and Barbuda, advancing a Caribbean development agenda centred on investment, innovation, inclusion, resilience and sustainable economic growth.

As the region's leading multilateral development finance institution, CDB will contribute Caribbean perspectives and practical solutions to high-level discussions among governments, investors, development partners, private-sector leaders, youth representatives, women, persons with disabilities and civil society organisations. Through strategic engagement across CHOGM forums, the Bank will champion policies and partnerships that accelerate sustainable development and strengthen economic resilience across Caribbean small island developing states.

CDB's participation will demonstrate that small states are not defined by their size, but by their potential. Across the Caribbean and the wider developing world, small states are emerging as leaders in climate resilience, sustainable development, digital transformation and innovative approaches to economic growth. With the right investments, partnerships and policy frameworks, small states can attract capital, expand opportunity and compete successfully in the global economy.

At CHOGM 2026, CDB will highlight inclusion as both a social priority and an economic imperative. The Bank will showcase how expanding access to opportunity for women, youth, entrepreneurs and persons with disabilities contributes directly to productivity, competitiveness and shared prosperity. As the Caribbean's development bank, CDB bridges regional advocacy with practical implementation, helping countries transform ideas into measurable development outcomes. Throughout CHOGM, the Bank will amplify Caribbean voices, share success stories and promote solutions that help shape a more resilient, inclusive and prosperous future for the region.

Turning Caribbean Potential into Prosperity

Caribbean small states face unique development challenges, including vulnerability to climate change, natural hazards, external economic shocks and constrained access to affordable development finance. At the same time, the region possesses significant strengths, including entrepreneurial talent, adaptable institutions, growing digital economies and expanding opportunities in renewable energy, the blue economy, sustainable tourism, modern agriculture and innovation-led enterprise.

The Caribbean Development Bank is working with its borrowing member countries to transform these opportunities into stronger economies, quality jobs and improved living standards. Through financing, technical assistance, policy support and strategic partnerships, CDB invests in resilient infrastructure, private-sector development, digital transformation, education and skills development, social protection systems and inclusive economic participation.

At CHOGM 2026, CDB will advocate for development solutions that position resilience as a driver of long-term growth and investment confidence. The Bank will promote innovative approaches to mobilising capital through blended finance, guarantees, risk-sharing instruments and co-financing partnerships; expand economic opportunities for youth, women, entrepreneurs and persons with disabilities; strengthen regional institutions and investment pipelines; and help translate global commitments into practical, measurable development results for Caribbean people.

Through this work, CDB is advancing a vision of a Caribbean where resilience drives prosperity, inclusion unlocks opportunity and sustainable development delivers tangible benefits for current and future generations.

Partnership Activities

The young people of the Caribbean are innovators, entrepreneurs and leaders of the Region’s future economy.

CDB is supporting their participation to ensure the region’s youth can meaningfully highlight how access to skills, finance, technology and supportive institutions can help them transform ideas into viable enterprises, quality employment and solutions to development challenges under the theme “ Investing in Youth Agency:  Co-Creating Pathways Towards Shared Prosperity.”

Venue: University of the West Indies Five Islands Campus

Women’s full economic participation is essential to a more productive, competitive and resilient Caribbean.

CDB will elevate conversations about women’s leadership, entrepreneurship, access to finance, gender equality and climate resilience. The Bank’s engagement will position investment in women not as a separate social concern, but as a driver of enterprise, innovation and sustainable economic growth.

Venue: American University of Antigua

Inclusive development removes barriers and expands opportunity.

CDB will support and participate in dialogue on disability rights, accessible development and the Caribbean Disability Inclusion Action Plan. The Bank will underscore the importance of ensuring that infrastructure, services, employment, enterprise support and economic policy enable persons with disabilities to participate meaningfully in the Region’s transformation.

CDB’s engagement at the Commonwealth People’s Forum will connect community-led action with stronger evidence, accountability and access to social investment.

Themed “From Invisible to Investable: Closing the Social Sector Accountability Gap Across the Commonwealth,” the delegate led session will examine how organisations can better measure and communicate the impact of social-sector programmes.
