Overview
CDB responds to the needs of its Borrowing Member Countries through a range of programmes, designed to support economic and social development throughout the Region. The programmes provide technical assistance and grant funding, among other things, and in some cases, are supported in collaboration with other development partners.

Basic Needs Trust Fund
The Basic Needs Trust Fund is the Bank’s flagship poverty reduction programme. It provides grant financing to vulnerable communities.

Caribbean Technological Consultancy Services
The Caribbean Technological Consultancy Services Network supports the development of the Region’s micro, small and medium-sized enterprises.

Public Policy Analysis and Management and Project Cycle Management
The Caribbean Development Bank’s current Public Policy Analysis and Management and Project Cycle Management (PPAM/PCM) is the largest in-person public sector training programme that CDB has ever carried out.

Regional Public-Private Partnership Support Facility
The Regional Public-Private Partnership (PPP) Support Facility promotes PPP policies and projects by supporting policy development and building capacity.

Special Development Fund
The Special Development Fund Unified was established in 1983, and provides low-interest loans and grants of high development priority.
Standby Facility for Capacity Building
The CARIFORUM-European Union Economic Partnership Agreement and the CARICOM Single Market and Economy Standby Facility is a series of projects aimed at building capacity in the Region so that Caribbean businesses are better equipped and positioned to trade in the EU.

Sustainable Energy for the Eastern Caribbean
The Sustainable Energy for the Eastern Caribbean (SEEC) programme is a multi-donor trust fund and grant facility which assists countries in the Eastern Caribbean in addressing energy security issues.

The Natural Disaster Risk Management Programme
The Natural Disaster Risk Management programme supports disaster risk reduction and climate change adaptation activities in CARIFORUM states.
