From 1-3 September 2026, the Caribbean Development Bank's Office of Independent Evaluation will host the inaugural Caribbean Evaluation Space (CEvalSpace) 2026 - a premier platform for meaningful dialogue, sharing best practices, and strengthening evaluation capacity throughout the Caribbean.

The Office of Independent Evaluation (OIE) provides independent, credible assessments of CDB's policies, strategies, programmes, and projects. Our work generates evidence that strengthens accountability, supports learning, and improves development outcomes across the Caribbean.

Operating independently from CDB Management and reporting directly to the Board of Directors, OIE upholds the highest standards of rigour, impartiality, and transparency. Our findings are publicly disclosed and designed to be used, not just filed away.

Financial Services
The Caribbean Development Bank (CDB) has extensively made use of Policy-Based Lending (PBL) as a strategic instrument to support macro-fiscal stability, institutional reform, and resilience-building across its Borrowing Member Countries (BMCs).
This evaluation examines the Caribbean Development Bank’s (CDB) Country Engagement Strategy (CES) for Saint Lucia for the period 2020–23, including activities designed and implemented until December 2024.
Youth
The primary purpose of this formative evaluation is to provide insights to enhance the ongoing development and implementation of the Caribbean Development Bank’s Youth Policy and Operational Strategy (YPOS).
