MDB Heads of Procurement Joint Communication

The 2016 meeting of the Multilateral Development Banks' (MDBs) Heads of Procurement (HOP) was hosted by the Caribbean Development Bank (CDB) in Barbados, from October 25 - 27, 2016. The Heads of Procurement from the African Development Bank (AfDB), Asian Development Bank (AsDB), Council of Europe Development Bank (CEB), Inter-American Development Bank (IADB), European Bank for ReConstruction and Development (EBRD), European Investment Bank (EIB), Islamic Development Bank (IsDB), and the World Bank (WB) attended the three-day meeting along with their delegations. The HOP have been meeting annually for the past 16 years to harmonise, to the extent possible, their institutions' procurement policies and practices in an effort to enhance economy, efficiency, effectiveness, and fairness in all MDB financed operations. Key areas of discussion were: Procurement developments at each of the banks; Identification of thematic areas for potential furthering of harmonisation; Best practice for Complaints Handling and the use of Standstill Periods; Review of the process to revise the Methodology for Assessing Procurement Systems (MAPS); The roll-out of the recommendations of the HOP Abnormally Low Tenders working group; Pilots of efforts to enhancing Health and Safety Requirements in standard bidding documents for works; and FIDIC Conditions of Contract for Construction The HOP working group on Co-Financing presented its findings and recommendations for how to address this issue to the HOPs. The recommendations were broadly accepted, and the working group' paper will be finalised, based on feedback and suggestions from the HOPs and re-circulated before year-end. The next full meeting of the HOP will be held in Greece in the Summer/Early Autumn of 2017 and will be hosted by the Black Sea Trade and Development Bank.
