CDB and IDB Open Applications for Three Scholarships in Public Procurement

Procurement professionals from the Caribbean Development Bank’s (CDB, the Bank) nineteen Borrowing Member Countries (BMCs) have a unique opportunity to receive world class training in public procurement through the CDB-Inter-American Development Bank (IDB) scholarship program. The two International Financial Institutions are inviting qualified candidates to apply for the fully funded scholarships to pursue an International Master in Public Procurement Management (IMPPM) at the University of Rome Tor Vergata for the 2026/27 academic year.
This year, three scholarships are available – two fully funded by CDB and one by IDB – reinforcing their shared commitment to nurturing a new generation of procurement leaders across the region.
CDB’s Head of Procurement, Doug Fraser, underscores the initiative's strategic importance, noting, “In an era demanding transparency, efficiency, and resilience in public services, investing in the region's procurement professionals is critical. These scholarships are catalysing progress by empowering individuals who will shape the future of public procurement in the Caribbean – tailoring global best practices to the regional context.”
About the Scholarship
The IMPPM program is globally recognised as one of the leading master’s programs in public procurement. It integrates sustainable and inclusive public procurement approaches, emphasising gender equality alongside key areas such as procurement strategy, legal frameworks, supply chain management, and ethical considerations.
Since its inception, the CDB-IDB scholarship has cultivated high-performing professionals such as Trinidad and Tobago’s Samantha Marchan, Amoi Romeo – both valedictorians, and Melissa Ramkumarsingh, who are applying their enhanced expertise to strengthen national procurement systems and governance. Last year’s recipients, Robert Tatum from Cayman Islands, Angelez Itzab from Belize, and Tamara Peters from Trinidad and Tobago, are currently completing the program and will graduate in March 2026.
Application Details and Eligibility
The scholarship is open to citizens and/or residents of CDB and IDB’s BMCs in the Caribbean region, who hold a minimum of a Master's degree and have relevant work experience in procurement. Applicants must demonstrate a strong commitment to advancing public procurement practices in their respective countries.
The application process, including eligibility requirements, is detailed on the Bank’s website. The application deadline is September 30, 2025.
