Introduction

The Caribbean Development Bank (CDB) is committed to ensuring that the privacy of persons who visit its website – that is, all sites within the “www.caribank.org” domain name – are sufficiently safeguarded.   The purpose of this Privacy Notice is to explain to all users (“user” or “you”) how CDB captures and employs information derived from the use of its website. Information Obtained from Users

CDB is strongly committed to safeguarding your Personal Data. “Personal Data” is information that identifies or may be used to identify you as an individual. CDB obtains certain information by automated means when you visit this website, such as the IP address of the device that you used to connect to the Internet and the pages that you accessed. CDB collects this information to improve user functionality and experience.  This information is collected using various means, including “cookies”. Should you provide CDB with Personal Data (such as your name, address, email address, telephone number, job title and company name) while using this website, CDB may use your Personal Data for any or all of the following purposes:

  • to respond to your queries and requests for further information, such as to answer your questions sent through the “Contact Us” link on CDB’s website;
  • to communicate with you during the provision of services to you;
  • to communicate with you regarding CDB’s events, publications, resources or services that may be available to you, unless you have requested that CDB does not do so;
  • to provide you with any other useful information;
  • to inform decisions as to the content, operation and improvement of CDB’s website;
  • to support monitoring and evaluation of the performance of CDB’s website;
  • for CDB’s business purposes, such as to help CDB improve its products and services;
  • to protect against fraud, spam, harassment, intellectual infringement, crime and security risks; and
  • to maintain and improve the safety and security of this website.

CDB processes the Personal Data obtained through the use of its website on the basis that it is reasonably necessary to enable CDB to carry out its mission, mandate, functions or purpose as an international organisation.

Protection and Security of Personal Data

CDB applies appropriate technical and organisational security mechanisms to protect the personal data of users and deletes users’ Personal Data when it is no longer needed. CDB applies role-based access to all of its core business systems.  This means CDB works on a ‘need to know’ principle and only enables access to those who have a legitimate business reason to access your Personal Data.

CDB has developed strict policies governing information technology.  These cover areas such as access control, authentication, audit, monitoring, alarms, data storage and back up and transmission standards and environment integrity. CDB will use reasonable endeavours to install and have appropriate security measures in place in its facilities to protect against the loss, misuse or alteration of information that CDB has collected from you through its website.  However, no data transmission over the internet or data storage system can be guaranteed to be fully secure.  Please do not use this website to provide CDB with Personal Data that you consider sensitive.

Sharing Personal Data

CDB works with various partners and associates in the provision of its services. CDB may share Personal Data with unaffiliated third parties who provide CDB with services, such as those entities that assist CDB with technology, data analysis, website hosting/administration or similar services. CDB may share Personal Data with co-sponsors of CDB events and publications.  CDB may also use or disclose Personal Data as it deems appropriate in the following circumstances:

  • to enforce the terms and conditions for the use of CDB’s website, including this Privacy Notice;
  • to protect and defend CDB’s rights and property;
  • to protect the interests of CDB and others; and
  • to permit CDB to pursue available remedies or limit the damages that CDB may sustain.

All third parties used by CDB – including those who provide email and storage solutions used in CDB’s day-to-day work – are selected for, and monitored on, how they meet CDB’s data protection requirements. Where this includes storage or processing of Personal Data outside of CDB, CDB includes checks to ensure that compliance with the appropriate frameworks for exchange of Personal Data are in place.

CDB will not share your Personal Data with anyone else unless directed to so by law.  CDB NEVER sells Personal Data.

Retention of Personal Data

CDB keeps your personal information for as long as reasonably necessary to fulfil the relevant purposes set out in this Privacy Notice and in order to comply or demonstrate compliance with CDB’s  applicable records retention and disposition schedules and legal obligations.

Where CDB can, and it is appropriate, CDB will minimise Personal Data or anonymise data to use for statistical, analytical or reporting purposes.  The length of time CDB retains your Personal Data will differ depending on the nature of the Personal Data and what CDB does with it.

Personal Data Requests and Complaints

You can request access to and information regarding your Personal Data processed by CDB. You can also request the correction of any inaccurate Personal Data held by CDB.  In certain circumstances, particularly when your Personal Data is no longer necessary for processing by CDB, you can request its deletion.  Should you wish to access your Personal Data, you can do so by using the webform available here. Use of the Website by Children

CDB’s website is not directed to children. If you are a minor, please do not submit any Personal Data to CDB.

Downloads from Website

Third party materials, including links to such materials and embedded videos, which appear on CDB website are presented “as is”.   CDB bears no responsibility for the accuracy of information contained in such materials and users download such materials at their own risk.   CDB shall bear no liability for any damage caused to a user’s computer or other device by materials downloaded from CDB website, whether or not such material was originally generated by CDB and/ or incorporated into a material or embedded in its website. 

Maps and other Geographical Delineations

CDB would like to make it clear that any designation or demarcation of, or reference to, or photographic representation of, a particular territory or geographic area in its web content, is not intended to imply any opinion or judgment on the part of the CDB, its president, staff or any of its organs, as to the legal or other status of any territory or area or as to the delimitation of frontiers or boundaries. 

Use of CDB Materials

CDB would permit the use of its products or materials shared on its website for non-commercial purposes in so far as the user gives proper attribution to CDB.   Where CDB is concerned that the use of its works might pose a reputational risk, it would take steps to ensure   either that: (i) permission to use the product by the user is withdrawn or denied or (ii) the product or material is not incorporated into any other publication or works with questionable integrity. 

Complaints Regarding Materials

If any user believes that his or her rights or a third party’s rights are being violated by materials published on CDB’s site, they should kindly send an email to dataprivacy@caribank.org, setting out the basis of the complaints and providing CDB with sufficient particulars to enable CDB to investigate the complaint.  Any such complaints will be investigated within a fortnight from the day CDB received the full particulars of the complaints, whether or not in electronic format, signed by the complainant.

Immunity

Nothing contained in CDB’s website or in this Privacy Notice shall operate or be regarded as a waiver, renunciation or modification of any right, privilege or immunity of CDB under the Agreement establishing the Caribbean Development Bank, international conventions or any other applicable laws.
