Targeted Support in a Complex and Fragile Context

Haiti remains the most vulnerable of CDB’s Borrowing Member Countries (BMCs), facing overlapping crises as result of challenges with  governance, security, public health, natural disasters and economic stability. Political instability and gang violence have significantly restricted movement, disrupted public services, and deepened humanitarian need. These realities demand not only increased attention but also a rethinking of how development assistance is designed and delivered.

Recognising its unique development challenges and fragile operating environment, SDF 11 will provide tailored support to Haiti by: 

  • Adopting a flexible, context-specific approach that takes account of Haiti’s unique designation among BMCs as a “fragile state”, informed by ongoing dialogue with Haitian authorities and local partners.
  • Prioritising basic service delivery and community-level infrastructure, especially in underserved rural areas.
  • Strengthening partnerships with international agencies and civil society organisations to improve coordination, efficiency, and local impact.
  • Incorporating security-sensitive planning, allowing for interventions that are responsive to Haiti’s rapidly evolving conditions.


SDF 11 acknowledges that business-as-usual approaches will not work in Haiti. By focusing on flexibility, partnerships, and local relevance, the Fund will help maximise impact in the areas where support is most urgently needed and lay the groundwork for long-term resilience in one of the Region’s most fragile settings. CDB will work to improve the pipeline of bankable projects in Haiti and provide targeted technical assistance to build institutional capacity, support decentralisation, and enhance implementation.
