Transportation

Efficient, safe, and resilient transport systems are critical to regional integration, trade, and inclusive growth in the Caribbean. In strengthening transport policy, expanding and modernising infrastructure, and supporting innovation across road, water, and air networks, CDB is helping its Borrowing Member Countries (BMCs) build systems that connect people, markets, and opportunities.

Focus Areas

CDB plays a key role in supporting evidence-based transport policy and planning across the Region. In 2024, the Bank helped Saint Lucia and Grenada design Sustainable Public Transport Plans through broad stakeholder consultations, creating roadmaps for more efficient, accessible, and environmentally responsible transport systems. These plans include pilot initiatives—such as Grenada’s safe and inclusive school transport project—that align transport development with wider social and educational goals. CDB has also provided technical support for projects like the Castries Bus Terminal in Saint Lucia, ensuring that infrastructure meets economic, social, and environmental objectives.

Modern and climate-resilient road networks remain central to economic productivity and disaster preparedness. In 2024, CDB approved over $161 million in financing for infrastructure development. Major projects included the $34 million upgrade of a 24 km corridor of the George Price Highway in Belize, improving safety, accessibility, and resilience along one of the country’s busiest trade and evacuation routes. The Bank also supported large-scale road rehabilitation through the UKCIF, including the Millennium Highway in Saint Lucia and key highways in Antigua and Barbuda, improving connectivity and boosting resilience to natural hazards. In The Bahamas and Jamaica, CDB partnered with the International Road Assessment Programme to survey over 1,500 km of roads, providing the basis for national safety plans aimed at reducing traffic-related injuries and fatalities.

Ports and harbours are critical gateways for Caribbean economies. In Saint Vincent and the Grenadines, CDB reallocated surplus UKCIF funds to the $188.8 million Kingstown Port Modernisation Project, ensuring progress toward completion in 2025 despite increased post-pandemic costs. The project will significantly improve port capacity and resilience, facilitating trade and strengthening the country’s position as a maritime hub. The Bank also continues to support harbour and port enhancement across the Region to bolster regional integration and competitiveness.

Air transport is vital for connectivity across the Caribbean’s island states. CDB’s work in this area includes investments and advisory support aimed at strengthening the safety, efficiency, and sustainability of aviation infrastructure. Efforts complement road and maritime projects to ensure an integrated regional transport network that supports tourism, business, and emergency response capabilities.
