1. Rehabilitate and reconstruct approximately 3.0 km of the 4.0 km of roadway from Hillsborough Bridge eastward to York Valley Bridge.

2. Determine the scour depth of the river in the three areas where the river is adjacent to the road.

3. Construct road drainage infrastructures.
