Summary

The Caribbean Development Bank’s (CDB) Board of Governors, at its annual meeting in St. Kitts and Nevis in May 2003, decided to approve Haiti’s accession to membership of the Bank.
Consequently, the Bank has been preparing for work in Haiti and developing an appropriate approach to initial programming that would reflect both the special needs and constraints in Haiti and the Bank’s comparative advantage in contributing to poverty reduction. In this context the CDB has contracted the present consultancy services for the provision of a report that will develop a proposal for a medium-term action plan to operationalize the Bank’s intervention in Haiti.
