Yet many Caribbean countries continue to face significant digital divides, outdated systems, and limited institutional capacity to fully leverage emerging technologies. Closing these gaps is essential to improving productivity, strengthening resilience, and delivering better outcomes for citizens.
To accelerate digital transformation and foster innovation across the Region, SDF 11 will:
- Promote the integration of digital technologies into development projects to improve service delivery, efficiency, and access to essential services.
- Support the modernisation of public institutions through investments in digital systems and improved data management.
- Strengthen digital capacity by supporting skills development and institutional capabilities needed to adopt and manage new technologies.
- Encourage innovation across key sectors, including education, agriculture, infrastructure, climate resilience, and public administration.
- Leverage technology and data to improve planning, monitoring, decision-making, and the measurement of development results.
Innovation and digitalisation will also be embedded across SDF 11 investments to enhance project design, implementation, and long-term sustainability.

The Caribbean cannot build resilience using yesterday's tools. Governments, businesses, and communities are operating in an increasingly digital world where technology is transforming how people learn, work, access services, and respond to crises. At the same time, many countries continue to grapple with limited digital infrastructure, uneven access to technology, skills shortages, and legacy systems that constrain efficiency and innovation.
SDF 11 recognises that digital transformation is no longer optional—it is a catalyst for sustainable development. By helping countries modernise institutions, harness data, and embrace innovation, the Fund will improve the effectiveness of development investments while creating new opportunities for economic growth, inclusion, and resilience. Whether supporting smarter public services, more productive businesses, or better-informed decision-making, innovation and digitalisation will help position the Caribbean to compete and thrive in an increasingly connected world.
