Overview

The Government of Barbados (GOBD) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Constitution River Improvements Phase III – Flood Mitigation and intends to apply a portion of the proceeds to eligible payments under this contract. Payment by CDB will be made only at the request of GOBD and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the GOBD shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

The Barbados Tourism Investment Inc, (BTI) is the Executing Agency for the Project, and a Project Officer within BTI is responsible for the overall implementation of the project. BTI has contracted consultants who will assist BTI with delivering the project. The Consultants have prepared designs and contract documentation and will assist in tender administration and evaluation and supervise Works activities. The BTI intends to prequalify Contractors for the construction of Constitution River Improvements Phase III – Flood Mitigation project. It is expected that invitations for bid will be issued in January 2019.

The project includes dredging/excavation of 450m of river channel from Constitution Bridge at the entrance to Queens Park on Constitution Road and Nursery Drive and the Bridge at the James A. Tudor Roundabout to form a new trapezoidal channel with a sub sea level invert. The banks are to be protected from erosion by the placement of a stone riprap layer. The project also includes foundation reinforcement works Constitution Bridge and the construction of a small helical screw pile supported boat dock with boat ramp.

Eligiblity

Eligible countries are member countries of CDB. The requirements for prequalification will include:

(a) an average annual turnover (defined as billing for works in progress and completed) over the last 3 years of United States dollars (US$) 6 million;

(b) demonstrable cash flow (including access to credit) of US$1.50 million equivalent; and

(c) experience as prime contractor in the construction of at least 3 assignments of a nature and complexity comparable to the proposed project activity within the last 7 years, each of a value of at least US$6 Million (to comply with this requirement, works quoted should be at least 80 percent complete).

Interested eligible applicants may obtain further information from and inspect the Prequalification Documents at the Barbados Tourism Investment Inc. at the first address below, Monday to Friday from 9:00 a.m. to 4:00 p.m. A complete set of the prequalification documents in English may be obtained by interested applicants through the following means:

  • Eligible applicants may obtain copies of the prequalification documents by calling, writing, emailing or faxing to the first address below.
  • The request must clearly state “Request for PreQualification Documents for the Constitution River Improvements Phase III – Flood Mitigation.”
  • Potential applicants who request the documents be forwarded to them are required to submit an account number from a local courier agent, which accepts freight collect charges. The project coordinator will promptly dispatch documents but under no circumstances will be responsible for late delivery or loss of the documents.

Instructions

Prequalification submissions must be in English and must be submitted by 16:00 hours, local time on December 6, 2018.

The only option for submitting prequalification information is in hard copy:

  • One original and one copy in a sealed envelope to the first address below. A copy of the Application for Prequalification should be simultaneously submitted to CDB at the second address below. The sealed envelopes containing each submission must include the name and address of the applicant and be clearly marked “Application to Prequalify for the Constitution River Improvements Phase III – Flood Mitigation.”

 

BTI reserves the right to accept or reject late applications or to cancel the prequalification process. BTI will not be bound to assign any reason for not prequalifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the prequalification documents.
