Overview

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD750,000 towards the cost of the Upgrade of the Hydrometeorological Network and Support for Integrated Water Resources Management in Saint Lucia project, and intends to apply the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOSL and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. 

 

The following consultancy services will be procured under the project:

 

  1. Consultancy assignment 1: Upgrade of the Hydrometeorological Network and Support to Implement IWRM

  2. Consultancy assignment 2: Project Coordinator

  3. Consultancy assignment 3: Procurement Specialist

  4. Consultancy assignment 4: Communications and Stakeholder Engagement Specialist

 

It is expected that these will be procured during the period from November 2025 to April 2026. 

 

The following goods and/or works and/or non-consultancy services will be procured under the project:

 

  1. Equipment upgrades and installation at monitoring stations

  2. Installation of anti-theft security measures for monitoring stations

  3. Acquisition of GIS software

  4. Acquisition of modelling PCs

 

It is expected that these will be procured during the period of May 2026 to December 2026.  

Eligiblity

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities. Potential Bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.

 

Instructions
