Overview
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD10,201,500.00 towards the cost of the Enhancing the Resilience of the Saint Lucia Fire Service Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Ministry of Home Affairs, Crime Prevention and Persons with Disabilities (MOHACPPWD), the Implementing Agency, wish to procure consultancy services for the Development of a Maintenance Action Plan (MAP).
The objective of the consultancy is to assist SLFS with the development of a Maintenance Action Plan. An Asset assessment and maintenance schedule has to be readily available, accessible and adaptable to periodic review in conformity to industry standards, and operational health and safety guidelines both of which are not static by nature. The scheduling has to take in account emergencies that may arise from time to time, as well as the increased responsiveness and deployment of the specialized units and equipment for actual rescue and emergency operations, which may occur during scheduled maintenance periods. The action plan has to be strategic in response to infrastructural issues, preventative maintenance of moveable assets, depreciation of equipment and tools and upgrading of furniture and IT equipment. The plan should be inclusive of components for effective monitoring, evaluation, response, and post review to mitigate resurgence of reported issues, and provide a basis for quality instruction and increased extended benefits to end users.
The Consultant is required to therefore perform investigative and analytical work, employ participatory, instructional consultations with SLFS’s, Mechanical Engineering unit, IT unit, relevant technical officers, Station Commander and other critical stakeholders, incoordination with the Project Consultant. Further details can be found in the attached Terms of Reference.
The assignment is expected to have a duration of four (4) consecutive months commencing immediately upon the appointment of the selected consultant.
The MOHACPPWD now invites interested eligible Individual Consultants to submit Expressions of Interest (EOI), indicating qualifications and experience required to provide these consultancy services.
Eligibility
Consultants shall be eligible to participate if:

The persons are citizens or bona fide residents of an eligible country; and

In all cases, the Consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person, not a citizen or bona fide resident of an eligible country.
Eligible countries are member countries of the Caribbean Development Bank (CDB). Consultants are advised to review the eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects, financed by CDB (January 2021), as published on CDB’s website.

All information must be submitted in English. In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. Expressions of Interest must contain but is not be limited to the following:

Curriculum Vitae/Professional Profile detailing qualifications and experience as outlined in the Terms of Reference.

Comprehensive Overview of Previous Project Experience, including a clear description of roles and responsibilities, project duration and timelines, objectives, key outcomes, and major milestones achieved for each project.

The MOHACPPwD requires all prospective candidates to register on the Government of Saint Lucia’s electronic Government Procurement e-GP portal: https://in-tendhost.co.uk/goslprocurement, this will enable the receipt of information on tenders in addition to responding.
Further information may be obtained from the first address below between 9:00 a.m. and 4:00 p.m. AST, Monday to Friday.
Expressions of Interest must be submitted electronically, in pdf format to the first address below no later than 4:00 p.m. AST on Friday, September 12, 2025, and one electronic copy must be sent simultaneously to CDB at the second email address below. The email submissions should include the name and address of the Consultant and shall be clearly marked in the subject line as “Expression of Interest - Consultancy Services for the Development of a Maintenance Action Plan (MAP).”
The Expressions of Interest will be deemed to have been received by the time it is received by MOHACPPWD at the first email address below. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the applicant’s computer.
Following the assessment of submissions, the most competently capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. GOSL reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
