Overview

REQUEST FOR EXPRESSIONS OF INTEREST

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD10,201,500.00 towards the cost of the Enhancing the Resilience of the Saint Lucia Fire Service Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

 

The Ministry of Home Affairs, Crime Prevention and Persons with Disabilities (MOHACPPWD), the Implementing Agency, now wishes to procure consultancy services for a Mental Health and Psychosocial Support (MHPSS) Programme. 

 

The objective of the consultancy is to mitigate the risks associated with the work environment of the Saint Lucia Fire Service (SLFS) staff who are exposed daily to mental, psychological, emotional, and physical health stresses and stressors as a result of officers’ frequent response to multiple, highly traumatic incidents. The consultancy is necessary therefore to develop a MHPSS Progamme that would improve and provide the required support to officers, their families while securing the work environment ability to continue to respond effectively and efficiently.  

 

The MOHACPPWD now invites interested eligible Individual Consultants to submit Expressions of Interest indicating their qualifications and experience required to provide these consultancy services. 

 

Eligibility

Consultants shall be eligible to participate if: 

 

  1. The persons are citizens or bona fide residents of an eligible country; and 

     

  2. In all cases, the Consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person, not a citizen or bona fide resident of an eligible country.

 

Eligible countries are member countries of CDB.  Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website.

 

The Terms of Reference (TOR) for the assignment is attached to the REOI.

 

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. 

 

Instructions

All information must be submitted in English.  Expressions of Interest must contain but not be limited to:

 

  • Curriculum Vitae highlighting the Qualifications, experiences as indicated in the Terms of reference.

     

  • Detailed Information about previous project experiences. Clearly outlining your role and functions for each, the duration and dates for each, the objectives and outcomes of each project, and major milestones of projects.

 

  • The MOHACPWD requires all prospective candidates to register on the Government of Saint Lucia’s electronic Government Procurement e-GP portal https://in-tendhost.co.uk/goslprocurement, this will enable the receipt of information on tenders in addition to providing a response.

 

Further information may be obtained from the first address below between 9:00 a.m. and 4:00 p.m. AST, Monday to Friday.

 

Expressions of Interest must be received electronically in pdf format at the first address below no later than 4:00 pm AST on Friday, September 12, 2025, and one electronic copy must be sent simultaneously to CDB at the second address below. The Email subject line should state “Expression of Interest Consultancy Services for Mental Health and Psychosocial Support” and the email body must state the name and address of the applicant. 

 

Expression of Interest Consultancy Services for Project Interest will be deemed to have been received at the time that it is received by the Permanent Secretary, Ministry of Home Affairs, Crime Prevention and Persons with Disabilities. The burden of providing receipt of the email will be on the applicant and will not be met solely by the read receipt or sent items report generated by the applicant’s computer. 

 

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services.  GOSL reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
