Request for Expressions of Interest
The Government of Antigua and Barbuda (GOAB) has received financing in the amount of four million, four hundred and thirty-one thousand United States Dollars (US$4,431,000.00) from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of Road Infrastructural Rehabilitation and Institutional Capacity Building and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOAB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOAB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
This Project is being implemented by the Ministry of Works (MoW), Road Division. The Project Implementation Management Unit (PIMU) within the MoW shall be responsible for the day-to-day management of activities.
MoW (hereinafter referred to as “the Client”) intends to engage the services of an Individual consultant to undertake an assessment of the Antigua Road Infrastructure Rehabilitation Project (ARIRP) on the livelihoods of an estimated twenty-four (24) roadside vendors who operated along Friars Hill Road and George Walter Highway, prior to commencement of the work.
The objective of the assignment is to identify and assess the social and economic impact of the ARIRP on roadside vendors and if necessary, develop a Livelihoods Restoration Action Plan (LRAP) to inter alia adequately compensate Project Affected Persons.
The Consult shall, inter alia

Undertake an assessment, including gender analysis, of the impact of the ARIRP on the estimated twenty-four (24) roadside vendors who were operating along Friars Hill Road and George Walter Highway when the project commenced.

Prepare a LRAP for engagement and compensation frameworks for project-affected persons (PAPs) in the event that economic dislocation is determined to have occurred. The consultant shall employ a mixed-methods approach including secondary data review and primary data collection using quantitative and qualitative methods.
Prospective candidates must possess the following Qualifications and Experience:

Master’s level degree in gender and development studies, sociology, international development, anthropology, public policy or other related field.

A minimum of five (5) years’ working experience in social assessment, socio-economic analysis, participatory research, gender analysis, stakeholder engagement, involuntary resettlement or other relevant fields.

Experience working with vulnerable groups will be an asset.

Experience working in the Eastern Caribbean/Antigua and Barbuda will be an asset.

Knowledge of safeguard policies as well as experience in similar operations is vital.

It is desirable that the Consultant has experience working with development institutions like the World Bank and Caribbean Development Bank (CDB).
The duration of the assignment is expected to be for a period of 30 person days over three months.
GOAB now invites interested eligible individuals to submit Expressions of Interest indicating qualifications and experience required to provide these services.
Eligibility
Individual Consultant shall be eligible to participate if:
(a) the persons are citizen or bona fide residents of an eligible country and;
(b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
Eligible countries are member countries of CDB.
In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.
Instructions
All information must be submitted in English. Further information may be obtained from the third address below between 8:00 a.m. and 4:00 p.m., Mondays to Fridays.
Electronic copies of the Expressions of Interest must be received at the first address no later than 3:00 p.m. on 27th October, 2025 and one electronic copy must be sent simultaneously to CDB at the second address below. The submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Preparation of Livelihoods Restoration Action Plan.
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. GOAB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
