Overview

The Government of Saint Vincent and the Grenadines (GOSVG) has applied for financing from the Caribbean Development Bank (CDB) towards the cost of the Canouan Airport Rehabilitation Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOSVG and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSVG shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities. Potential Bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.

Instructions

The following consultancy assignments will be procured under the project:

 

  1. Consultancy Services for Capacity Building for Livelihood Enhancement

  2. Consultancy Services for the Development and Implementation of a Gender-responsive and Socially-inclusive Communications Plan

  3. Consultancy Services for Annual Project Financial Audit

  4. Individual Consultancy assignment: Project Coordinator (PC)

  5. Individual Consultancy assignment: Community Liaison Officer (CLO)

  6. Individual Consultancy assignment: Monitoring & Evaluation Specialist

     

It is expected that these will be procured during the period December 2025 to December 2026.

 

The following goods and/or works and/or non-consultancy services will be procured under the project:

 

  1. Rehabilitation of Canouan Airport Runway and other infrastructure works.

     

  2. Aircraft Rescue and Firefighting Truck.

 

It is expected that these will be procured during the period December 2025 to June 2026.
