Overview

The Government of the Republic of Suriname (GOS) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to six hundred and ninety-eight thousand, seven hundred United States dollars (USD698,700) towards the cost of Strengthening Flood Early Warning Systems in Suriname and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of GOS and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than the Government of Suriname shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of Public Works and Spatial Planning is the Executing Agency for the project. 

Eligiblity

Consultants, contractors and suppliers from member countries of CDB and other countries eligible for procurement under the European Union (EU)-funded programme, which are not CDB member countries, in accordance with the EU Eligibility Rules will be eligible to participate in these procurement opportunities.  Potential bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website. 

Instructions

The following consultancy services will be procured under the project:

  1. Project Coordinator

  2. Delivery of training in advanced GIS and LIDAR technology, and development of a common alerting protocol

  3. 3D Hazard Mapping Services

  4. GIS-Based Climate Data Analysis and Capacity Building Services

  5. Data Management System Development and Implementation Service

  6. Environmental Information System (Dondru) Strengthening and Integration Services

  7. Common Alerting Protocol (CAP) System Design and Implementation Services 

  8. Public Education and Awareness Strategy and Action Plan

  9. Training and Capacity Building Specialist 

The following goods and/or works and/or non-consultancy services will be procured under the project:

  1. Acquisition of LiDAR Data (pre-processed datasets)

  2. Rental of Ground LiDAR Scanners (tripod-based), including technical support

  3. Rental of Airborne LiDAR Systems (drone-based), including sensor deployment

  4. Venue and logistics for LiDAR and technical training sessions

  5. Procurement of Hydrological Monitoring Stations (AWLS – OTT HydroMet), including rain gauges and telemetry systems

  6. Procurement of Meteorological Stations (AWS – Vaisala), including full sensor suites and satellite communication

  7. Station installation materials, logistics, and transport (including boat/air transport, where required)

  8. Procurement of spare parts for hydrological and meteorological stations (multi-year supply)

  9. Procurement of ArcGIS software licenses and extensions (including online platforms and credits Esri)

  10. Procurement of IT infrastructure, including servers, cloud services, and data storage systems

  11. Setup of data backup systems (cloud, external, and internal servers)

  12. Venue, materials, and logistics for training workshops and capacity-building activities

  13. Transport and logistics for field activities, including flood simulation exercises (boats, fuel, vehicles)

  14. Materials and logistics for simulation exercises (including community venues and operational support)

  15. Public information and awareness materials (radio content, flyers, signage, communication tools)

  16. Workshops, stakeholder consultations, and facilitation services (including venue and materials)
