Overview

The Government of the Commonwealth of The Bahamas (GOCB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$29,933,000 (twenty-nine million, nine hundred and thirty-three thousand dollars) towards the cost of the Bahamas Water Supply Improvement Project Phase II and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOCB and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and Contractors from member countries of the CDB will be eligible to participate in the respective procurement opportunities. For works contracts financed under the project, eligibility is extended to include countries eligible for European Investment Bank (EIB) financing which are not CDB Member Countries. 

Potential Bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website and where applicable to the works contract, the EIB Guide to Procurement for Projects financed by the EIB.

Instructions

The following consultancy assignments will be procured under the project:

  • Gender Policy and Operational Strategy (GPOS)

  • Project Financial Audits

  • Community Liaison Officer

  • Environmental Safeguards, Health and Safety Specialist

  • Monitoring and Evaluation Officer

  • Social and Gender Safeguards Specialist

  • Procurement Officer

  • Design and Construction Supervision Engineering Services

It is expected that these will be procured during the period August 2026 to December 2027

The following works and/or non-consultancy services will be procured under the project:

  • Abaco - Great Cistern

  • North Andros Lot 1 - Airport Road Extensions

  • North Andros Lot 2 - Morgans Bluff to Pleasant Harbour

  • North Andros Lot 3 - Nicoll's Town

  • North Andros Lot 4 - Cargill Creek

  • North Andros Lot 5 - Love Hill

  • Crooked Island - Richmond Settlement to Timber Hill

  • Eleuthera Lot 1 - North Eleuthera Airport

  • Eleuthera Lot 2 - Spanish Wells

  • Rum Cay - Port Nelson

  • New Providence – Side Roads

It is expected that these contracts will be procured during the period February 2027 to December 2027.
