Overview
The Government of St. Kitts and Nevis (GOSKN) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$8.3 mn towards the cost of a Technical and Vocational Education and Training (TVET) Enhancement Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOSKN and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSKN shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
Eligiblity
Consultants, Contractors and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.

Instructions
The following consultancy assignments will be procured under the project:
(a) Development of quality assurance system for TVET;
(b) Engineering and architectural consultancy services for design and construction supervision of identified TVET facilities and secondary schools;
(c) Development of a monitoring and evaluation system and online Management Information System (MIS) for the TVET System, including a tracer study of Project beneficiaries;
(d) Support for the operational effectiveness of the TVET Secretariat;
(e) Enhancement of differentiated instruction in secondary schools;
(f) Review of the People Empowerment Programme; and
(g) Training of TVET teachers/instructors to deliver literacy and numeracy education.
It is expected that these will be procured during the period September 2016 to March 2018.
The following goods, works and non-consultancy services will be procured under the project:
(a) Equipment/tools, furniture, supplies, and curriculum support materials for TVET;
(b) Training for teachers/instructors up to the degree level in TVET skill areas;
(c) Construction/rehabilitation works at identified TVET facilities and secondary schools;
(d) Training of Caribbean Vocational Qualification (CVQ) assessors and verifiers;
(e) Training of principals and teachers in Competency-Based Education and Training (CBET) methodology, and training for principals/deputy-principals for managing TVET delivery; and
(f) Short-term training, study tours, and attachments for officers of the Ministry of Education, (MOE), members of the TVET Council and TVET Secretariat, and members of the St. Kitts and Nevis Accreditation Board and Accreditation Secretariat.
It is expected that these will be procured during the period September 2016 to June 2020.
