Overview

The Government of Grenada (GOGR) has received financing from the Caribbean Development Bank (CDB) an amount equivalent to US$15,533,000 towards the cost of the Grenada Education Enhancement Project – Phase 1 and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this Project.  Payments by CDB will be made only at the request of GOGR and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOGR shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants, contractors and suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.  In addition, consultants from all countries will be eligible to participate in the procurement of the Environmental Impact, Social Impact and Climate Vulnerability Assessment.

Instructions

The following consultancy assignments will be procured under the project:

  1. Design and Supervision for rehabilitation of six (6) schools;
  2. Design of three (3) new schools;
  3. Evaluation Resource Sharing Capacity of Schools at the Secondary Level;
  4. Development of an Early Identification System (EIS) for at Risk Children;
  5. Strengthening System Leadership;
  6. Development of a Framework for School Leadership and Coaching;
  7. Evaluation of the Relationship between the State and Assisted Private Schools;
  8. Enhancing School Community Relationships; and
  9. Environmental Impact, Social Impact and Climate Vulnerability Assessment.

It is expected that these will be procured during the period July 2016 to June 2017.

The following goods and works will be procured under the project:

  1. Works: Expansion and/or rehabilitation of six existing schools; and
  2. Goods: Furniture and equipment for schools.

It is expected that these will be procured during the period July 2016 to March 2019.
