Overview

The Government of Commonwealth of Dominica (GOCD) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$7.03 million towards the cost of Dominica Climate Resilience and Restoration Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of GOCD and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants, Contractors and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.

The Ministry of Education and Human Resource Development (MOE) of the Commonwealth of Dominica is the Executing Agency for the Project. Further details of the Project can be obtained by contacting the first address below.

Instructions

The following consultancy assignments will be procured under the project:

(a)    Consultancy assignment 1: Consultancy Services for design and construction supervision of five primary schools;

(b)    Consultancy assignment 2: Consultancy Services for gender sensitisation of project management staff, contractors and suppliers and community members;

(c)    Consultancy assignment 3: Consultancy Services for Construction Best Practice training for contractors/suppliers;

(d)    Consultancy assignment 4: Consultancy Services for Teacher Training in the integration of Information and Communication Technology; and

(e)    Consultancy assignment 5: Consultancy Services for the development of a Gender-responsive and Climate-resilient Education Sector Plan.

It is expected that these will be procured during the period January 2019 to December 2019.

The following goods and works will be procured under the project:

(a)    Rehabilitation/reconstruction of five Primary Schools;

(b)    Supply, delivery and installation of ICT equipment for five primary schools;

(c)    Supply and delivery of furniture for five primary schools; and

(d)    Supply and delivery of pedagogical materials for the five primary schools.

It is expected that these will be procured during the period January 2019 to June 2020.
