Overview

The United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) Programme funded by the Foreign, and Commonwealth Development Office (FCDO) and administered by the Caribbean Development Bank (CDB) supports economic infrastructure in eight countries and one Overseas Territory. The current portfolio includes seven road projects, two port projects, two water/sanitation projects, two irrigation and agricultural development projects and one energy project. Both CDB and FCDO are committed to promoting disability inclusion in their development work, including in the infrastructure sector.

CDB, the Executing Agency, now wishes to procure consultancy services for the completion of an assessment of disability inclusion into the portfolio of the UKCIF Programme.

The objective of the consultancy is to facilitate improved integration of disability inclusion considerations in the UKCIF portfolio, so that the infrastructure built, and services provided through UKCIF (and beyond as far as possible) better meet the needs of Persons With Disabilities (PWDs) in the beneficiary countries.

The Consultancy will be conducted under two components.  Component I – will include the completion of a disability audit, checklist and a portfolio of recommendations; Component II – will include in-country user testing processes involving PWDs, through a highly consultative process and the review of any relevant literature on infrastructure user-testing processes. The overall consultancy assignment is estimated to take a total of 35-40 person-days over a maximum of three calendar months, inclusive of a review of reports by stakeholders.  Components I and II can be conducted concurrently as deemed appropriate/feasible by the Consultant.

CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

Eligiblity

Consultants shall be eligible to participate if:

  1. the persons are citizens or bona fide residents of an eligible country; and
  1. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.

Instructions

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.

All information must be submitted in English.  Further information may be obtained from the first email address below between 8:30 a.m. and 4:00 p.m. Monday to Friday.

One electronic copy of the Expressions of Interest must be submitted to the second email address and copied to the first email address below no later than 10:00 a.m., local time on February 25, 2022. The subject of the email must state “Expression of Interest – UKCIF Disability Inclusive Infrastructure Consultancy Services”.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
