Overview

The Government of Belize (GOBZ) has received/applied for financing from the Caribbean Development Bank (CDB) in an amount equivalent to five million, nine hundred and twenty-five thousand, one hundred and ten United States dollars (US$5,925,110) towards the cost of the Basic Needs Trust Fund 11th Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of GOBZ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities. Potential Bidders/proposers are advised to review the detailed eligibility criteria in Section 4 of the Procurement  Procedures of projects financed by CDB (January 2021), as published on CDB's website. 

 

Instructions

The followingconsultancy assignments will beprocured under the project:

 

  1. Design and Construction supervision for Improved Access to Enhanced Primary Education Services for Children of St Paul's Anglican Primary School, Corozal Town, Corozal District.

     

  2. Design and Construction supervision for Kiddy Kinder Government Preschool Substitution, Corozal Town, Corozal District.

 

  1. Design and Construction supervision for San Estevan Government Preschool Construction, San Estevan Village, Orange Walk District.

 

  1. Design and Construction supervision for Improved Access to Enhanced Primary Education Services for Children of St John the Baptist RC Primary School, Conejo Village, Toledo District.

 

  1. Design and Construction supervision for Improved Water Services, Sanitation and Hygiene Methodologies being utilised in Fire Burn Village Orange District.

 

  1. Design and Construction supervision for Water System Extension, Upgrade and Improved Sanitation and Hygiene Methodologies being utilised in Otoxha Village, Toledo District.

 

  1. Water, Sanitation and Hygiene Training (WASH), Fire Burn Village RWS, Orange Walk District, Otoxha Village RWS, Toledo District, St. John the Baptist School RC Primary School, Toledo District and San Estevan Government Preschool. Orange Walk District.

     

  2. Consultancy Services for the Financial Audit of BNTF 11.

  3. Consultancy Services for the preparation of the BNTF Environmental and Social Performance Report 2025 – 2026.

     

  4. Consultancy Services for the preparation of the BNTF Environmental and Social Performance Report 2026 – 2027.

 

  1. Consultancy Services for the preparation of the Country Project Completion Report of BNTF 11.

 

  1. Consultancy Services to conduct Project Performance Measurement for BNTF 9 & BNTF 10.

 

It is expected that these will be procured during the period January 2026 to January 2028.

 

The following goods and/or works and/or non-consultancy services will be procured under the project:

 

  1. Works: Construction of a new block and general refurbishment of St Paul's Anglican Primary School, Corozal Town, Corozal District.

     

  2. Works: Construction of the new Kiddy Kinder Government Preschool, Corozal Town, Corozal District.

 

  1. Works: Construction of San Estevan Government Preschool (substitution), San Estevan Village, Orange Walk District.

 

  1. Works: Construction of St. John the Baptist RC Primary School, Conejo Village, Toledo District.

 

  1. Works: Installation of Solar PV systems at St. John the Baptist RC Primary School, Conejo Village, Toledo District.

 

  1. Works: Construction of potable water systems for Fire Burn Village, Orange Walk District.

 

  1. Works: Installation of Solar PV system at Fire Burn Village, Orange Walk District.

 

  1. Works: Extension and Upgrade of the potable water system in Otoxha Village, Toledo District.

 

  1. Works: Installation of Solar PV system at Otoxha Village, Toledo District.

 

  1. Goods: Procurement of goods and related ICT equipment for St. Paul’s Anglican Primary School.

     

  2. Goods: Procurement of goods and related ICT equipment for St. John the Baptist RC Primary School.

 

It is expected that these will be procured during the period August 2026 to January 2028.
