Overview
GENERAL PROCUREMENT NOTICE
The Government of Saint Vincent and the Grenadines (GOSVG) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to four million, nine hundred and fifty-six thousand, three hundred and ninety-nine United States Dollars US$4,956,399 towards the cost of the BNTF 11th Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOSVG and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSVG shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
Eligiblity
Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities. Potential Bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website

Instructions
The following consultancy assignments will be procured under the project:
(a) Consultancy Services for the Design and Supervision of infrastructure works for the Basic Community Access and Drainage (BCAD) Sub-projects;
(b) Consultancy Services for the Design and Supervision of infrastructure works for the Extension and Rehabilitation of the Canouan Primary School;
(c) Consultancy Services for the preparation of the BNTF annual Financial Audits;
(d) Consultancy Services for the preparation of the BNTF Bi-annual Performance Audits;
(e) Consultancy Services for the preparation of the BNTF Bi-annual Environmental and Social Performance Reports (ESPR) 2027 – 2028;
(g) Consultancy Services for the preparation of the Country Project Closing Report (CPCR);
It is expected that these will be procured during the period May 2026 to February 2028.
The following goods and/or works and/or non-consultancy services will be procured under the project:
Works
(a) Works - Construction of the Tebaru (Greiggs) Feeder Road
(b) Works – Construction of the Golden Vale (Calliaqua) Footpath
(c) Works – Construction of the Arnos Vale (Bum Bum) Drain & Footpath
(d) Works – Construction of the Owia Village Road
(e) Works – Construction of the Akers Hill Footpath
(f) Works – Extension and Rehabilitation of the Canuoan Primary School
Non-consultancy Services
(a) Non-consultancy services – Facilitator for the Gender Sensitisation Training Workshop
(b) Non-consultancy services – Facilitator for the Maintenance Training Workshop for teachers and beneficiaries
(c) Non-consultancy services – Facilitator for the Training Workshop for Contractors – Site, Financial and Contract Management.
Goods
(a) Purchase of furniture, fixtures and equipment
It is expected that these will be procured during the period January 2027 to September 2028
