Overview

The Government of the Commonwealth of Dominica (GOCD) has received financing from the Community Disaster Risk Reduction Fund (CDRRF) managed by the Caribbean Development Bank (CDB) in an amount equivalent to USD2,132,718 towards the cost of the Building Resilience and Adaptive Capacity to Climate Change and Disaster Risk in the Kalinago Territory Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOCD and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities. Potential Bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (November 2019), as published on CDB’s website.

Instructions

The following consultancy assignments will be procured under the project:

  1. Prepare a Five-Year Kalinago Territory Development Plan and Train the Council and Hamlet Development Committees on implementation of the development plan.
  1. Prepare Kalinago Territory Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) plans to include hamlet sub-plans.
  1. Prepare DRM and CCA Sensitisation awareness and education materials for the eight Kalinago hamlets.
  1. Conduct basic training in building maintenance/facilities management and develop a maintenance manual.

It is expected that these will be procured during the period April 2022 to September 2023.

The following goods and/or works and/or non-consultancy services will be procured under the project:

  1. Office Accommodation. 
  2. Purchase of office equipment and supplies.
  3. Project visibility activities.
  4. Hotel Accommodation.
  5. Purchase and install two weather stations and train residents in data collection.
  6. Construction of an Emergency Shelter and Multi-purpose Building.

It is expected that these will be procured during the period March 2022 to September 2023.
