Overview

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$9,153,246.00 towards the cost of Building Resilience to Climate Change and Climate Variability in agriculture in Saint Lucia project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOSL and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.   No party other than GOSL) shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The following consultancy assignments will be procured under the project:

  1. Design and construction of infrastructure for slope water harvesting
  2. Contract labour for landslide rehabilitation and Farm labour incentives payment to 500 farmers for 10 days
  3. Capacity building in economic analyses of the impact of climate change on agriculture crops. (IICA/UNECLAC or FAO to cover man days plus air plus per diem in two visits)
  4. Finance/Admin /HR  46 months
  5. Monitoring and Evaluation consultant
  6. Senior Agro-processing manager for two Regions in Saint Lucia (Region 7 and Region 2 )
  7. Deputy Agro-processing manager for two Regions in Saint Lucia (Region 7 and Region 2)
  8. Climatologist Expertise
  9. Economist on Climate Change Adaptation (CCA)
  10. Knowledge Management &Communication specialist
  11. Agro-park development Manager
  12. Vulnerability analysis specialist
  13. Independent Engineering supervisory services
  14. Agronomic support
  15. Preparation of policy brief on land-use to protect concrete built resilience in agriculture and to prepare an Agriculture Disaster Management Plan.
  16. Capacity building for composting and vermiculture

It is expected that these will be procured during the period August 2022 to May 2024

The following goods and/or works and/or non-consultancy services will be procured under the project:

  1. Drip irrigation infrastructure for 475 hectares of farmland including conveyance and lines, timers and tension meters.
  2. 126 Rainwater Harvesting Systems (RWHS) inclusive of water tanks.
  3. Fourteen (14) outdoor facilities for composting              
  4. Arc GPS Software for vulnerability analysis.
  5. Twenty-three (23) water pumps.
  6. Fourteen (14) outdoor facilities for composting.
  7. Material for composting and vermiculture.
  8. Tillers and other small farm equipment for hillside farmers.
  9. Two vehicles to transport the two teams.
  10. Restoration of grassland for use in Disaster Risk Reduction Management (DRRM) for landslips on hillsides and for activities of the Saint Lucia Network of Rural Women Producers SLNRWP.
  11. Twenty (20) collapsible greenhouses.
  12. 12 aquaponics tanks with lining and filters.
  13. Preparation of site map and site for the establishment of production areas, including internal access roads, parking, signage, drainage and fencing the area of 14 hectares.
  14. Land preparation.
  15. Machinery and implements for composting training.
  16. Construction of two climate smart in house feeding facilities.
  17. Materials and supplies for twelve hectares of intensive open field production of estimated 30- 35 small farmers.
  18. Operations (maintenance of grounds, parking areas, internal roads, kiosks) for agro park.
  19. Building to house the agro-processing facility; office space for a manager and reception area/learning centre.
  20. Supply and Installation of three (3) 25kW Solar Systems.
  21. Supply of an assortment of Agro Processing equipment.
  22. Furniture and office materials for 2 agro-processing facilities and learning centre.
  23. Upgrade of five (5) aquaculture ponds (de-silting of ponds and installation of the lining).
  24. Operation services for 2 agro-processing facilities and learning Centre.
  25.  Farmer workshops in water and soil building.
  26. Workshops for farmer fields school training.
  27. Workshops and sessions in community building and organizational approaches for ownership.
  28. Twenty-eight (28) Training sessions in standards and technical guidelines for agro processing.
  29. Training of staff /guides on climate awareness and methodologies to transfer knowledge and understanding on climate awareness.
  30. Capacity building of MOA staff in climate change adaptation, awareness and resilience.
  31. Operations - of MOA Unit (Computers, paper printers, ink, desks and other support)
  32.  Web portal and database design services.
  33. Laboratory equipment to measure and control temperature, soil water capacity, fertility, irrigation control, CO2.
  34.  Purchase of growers’ computers and other office equipment (Includes graphic’s and learning material for walls of conference room equipment, chairs microphones, screens etc., facility for cafeteria/snack room/lunch room).
  35. Rehabilitation of building to host all knowledge management and agro-processing facility and training rooms for farmers.

It is expected that these will be procured during the period August 2022 to August 2024

Consultants and/or Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.
