Overview

The Caribbean Development Bank (CDB) proposes to utilise resources from the Green Climate Fund (GCF) component of the CDB/Inter-American Development Bank (IDB)/Sustainable Energy Facility for the Eastern Caribbean Programme to enhance CDB’s capacity in providing support to its Borrowing Member Countries (BMCs) in the Eastern Caribbean in pursuit of their geothermal energy (GE) development.  CDB intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.

CDB, the Executing Agency, through its Renewable Energy and Energy Efficiency Unit, now wishes to procure consultancy services for Geothermal Energy Lender’s Technical Advisor (LTA) for GE development in the Eastern Caribbean.

The objective of this Consultancy is to strengthen the capacity of CDB to support its BMCs that are pursuing GE development by providing technical advisory services to ensure development risks are actively managed and that developments proceed as cost effectively as possible.  The LTA will be required to work in collaboration with CDB personnel and Consultants during the due diligence process to provide technical advisory in relation to Environmental and Social, Legal, Procurement, Financial and Transaction Advisory elements of an investment.  These assignments are likely to include but may not be limited to::

Geothermal Resource Development

  1. Provide advice in relation to the geothermal resource developments in BMCs, including the review of geoscientific reports, conceptual and numerical reservoir models, geological prognosis, drilling targets, drilling plans, request for proposal documents, and other technical reports to assess with robustness in achieving the set goals.  Make recommendations for further technical studies necessary to improve confidence with proposed drilling programmes and geothermal development.
  2. Assist CDB with understanding the risks and opportunities.

Exploration, Production, and Injection Drilling. Different drilling strategies are being pursued to develop resources in the islands including use of slim-hole wells and conventional wells. 

Provide advice in relation to the formation and successful delivery of drilling programmes to include review of:

  1. drilling programmes, drilling engineering, site layout and infrastructure requirements, project management approach, etc.; 
  2. procurement documentation, tender processes, request for proposals, integrated drilling services contracts and budgetary estimates; responses to requests for proposals including technical information related to the drilling operation including selected drilling rig, ponds, mud services, logging services, cementing services, directional drilling, laydown areas, etc; review of project management approach to the drilling operations and associated management systems; and
  3. key documentation during drilling operations including Daily Drilling Reports, changes to the proposed drilling programme, Well Completion Reports, invoices; etc.

Support to CDB during testing of geothermal wells including observation during well test(s), review of well testing results, interpretation of well testing results and resource productivity.

Project Concept and Power Generation

  1. Provide advice in relation to the proposed overall project concept and approach to generating electricity including review of power plant technical specifications, Engineering Procurement and Construction contract, technology supplier and process design, civil works design, power system studies, plant operating regime and capacity factor, equipment selection influence on environmental and social factors, and reservoir management approach and additional drilling requirements.

 

  1. Technical review of commercial documents including, ability to meet technical specific requirements of the Power Purchase Agreement, geothermal concession agreement and how this may influence plant operation, shareholders agreements and special project vehicle, interconnection agreements, and land concessions.

Project Delivery. This component seeks to provide support on the overall structure of the project focussing on the key elements that will see the project realised as anticipated including: project management approach and capacity of developer, including the BMC Government responsibilities in relation to Public-Private Partnerships or Joint Ventures; review of capital cost estimates; constructability and approach to managing logistical constraints of working in a small island; and the overall programme / schedule, etc.

Provide capacity strengthening and awareness building support. Provide training and awareness presentation session for CDB staff, prepare and make presentations on behalf of the CDB, and make input and support the development of communication materials.

The duration of the assignment is expected to be for a period of twenty-four (24) months on a “call down” basis under a framework agreement.

CDB now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

 

Eligiblity

A Consultant shall be eligible to participate if they fulfil:

(1)        The following eligibility requirements:

  1. in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 percent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
  2. in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
  3. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

(2)        The following integrity requirement:

  1. is not subject to sanctions under the United Nations (UN) Security Council taken under Chapter VII of the Charter of the UN;
  2. has not engaged in Prohibited Practices, as detailed in Paragraph 2.02 (a) of the Procedures for Dealing with Fraud and Corruption in CDB-Financed Projects (October 2014 or as updated from time to time)[1];
  3. is not suspended or debarred by CDB for engaging in the Prohibited Practices referenced in (2) (b) above;
  4. is not publicly debarred by a Multilateral Development Bank subject to the Agreement on Mutual Enforcement of Debarment Decisions[2] in their own right, or under abovementioned agreement; and
  5. is not subject to a conflict of interest that would undermine the Consultant's ability to provide professional, objective, and impartial advice. 

CDB requires that all parties involved in the procurement process avoid and declare promptly and proactively in writing to CDB any potential, apparent or actual conflicts of interest.  Without limitation on the generality of the foregoing, the Consultant shall not be hired under the following circumstances: conflict between consulting activities and procurement of goods, works or non-consulting services, conflict among consulting assignments, and/or close relationships with CDB staff or other stakeholders involved in or expected to be involved in the procurement or subsequent contract management.

Eligible countries are member countries of CDB and countries eligible for procurement under IDB[3] funded projects, which are not member countries of CDB.   

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability, and existing commitments.  Key Experts will not be evaluated at the shortlisting stage.

Instructions

All information must be submitted in English.  Further information may be obtained from the address below between 0830- and 1630-hours Monday to Friday.

Expressions of Interest must be submitted via email to the email address below no later than 1630 hours on Wednesday, April 21, 2021.  Submissions shall include a cover page displaying the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy Services for Geothermal Energy Lender’s Technical Advisor for Geothermal Energy Development in the Eastern Caribbean.”

Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. The selected firm will be invited to negotiate a framework contract for a period of twenty-four months to provide the aforementioned consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
