Overview

The Caribbean Development Bank (CDB) through the Community Disaster Risk Reduction Fund (CDRRF) has allocated financing to eight sub-projects located in Belize, British Virgin Islands, Jamaica and St. Vincent and the Grenadines. CDB intends to carry out an end of project evaluation of the sub-project under contracts for which this invitation is issued.  The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than CDB shall derive any rights from the financing or have any claim to the proceeds of the financing.

CDB now wishes to procure consultancy services of individuals (each group listed below will require a separate consultancy) for the conduct of end of project evaluations for the CDRRF subprojects being implemented in four Borrowing Member Countries (BMC) by the following agencies:

    Group 1:    Belize – Humana People to People Belize, Toledo, District

    Group 2:    British Virgin Islands - Department of Disaster Management

    Group 3:    Jamaica – St. Thomas (a) Llandewey/Ramble Community                 Development Committee Benevolent Society and (b)Trinityville Area       Development Committee Benevolent Society.

    Group 4:    Jamaica – St. Mary, Jeffrey Town Farmers Association

    Group 5:    Jamaica – (a) Clarendon, Environmental Health Foundation and (b) Westmoreland, Westmoreland Municipal  Corporation

    Group 6:    St. Vincent and the Grenadines – the University of the West Indies Seismic Research Centre.

The overall objective of the end of project evaluation is to determine the extent to which the sub-project met its intended objectives and assess changes (intended and unintended) it contributed to in the immediate and short term.

The duration of the assignment is expected to be for a period of no more than six weeks.

Eligiblity

Consultants shall be eligible to participate if:

  • the persons are citizens or bona fide residents of an eligible country; and
  • in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

 

 Eligible countries are member countries of CDB.

 

In the assessment of submissions will be based on qualifications and relevant experience on similar assignments, knowledge of local conditions and their availability to work in the BMC where the evaluation will be conducted.  Experience working in a community project setting will be an asset. All information must be submitted in English.  Further information, including the Terms of Reference for each Group and the description for each sub-project, may be obtained from the Address 1 below during office hours from Monday to Friday between 8:30 a.m. and 4:30 p.m. Barbados time.

Instructions

Electronic copies of the Expressions of Interest must be emailed to Address 2 below, no later than 4:30 p.m. on Thursday, February 13, 2020.  Separate Expressions of Interest should be submitted for each Group and the email submission must include the name and address of the applicant and the subject line should state which Group and shall be clearly marked as specified:

“Expression of Interest – Consultancy Services for End of Project Evaluation of the Community Disaster Risk Reduction Fund Sub-Projects - Group (Number)  

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide individual consultancy services for the specified Group.   The CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
