The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD27.388 million toward the cost of the Vieux Fort Water Supply Redevelopment Project and intends to apply a portion of the proceeds of this financing to eligible payments under the contract for which this Invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits a withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claims to the proceeds of the financing.
GOSL through its Executing Agency, the Water and Sewerage Company Inc. (WASCO) now wishes to procure an individual consultant to provide consultancy services for the Supervisory Control and Data Acquisition (SCADA) System Replacement and Upgrade.
The Consultant will report to the Head, Project Management Unit (PMU).
The objectives of this consultancy are to:
- Pre-Solicitation Phase – perform assessment of the existing SCADA system, conduct strategic planning, and analyse options in order to develop bidding documents for the procurement of a replacement system.
- Solicitation Phase – assist WASCO with the bidding, evaluation and selection of the Vendor that will provide and install the new SCADA system.
- Post-Award Phase – support the new system implementation, including but not limited to project management oversight, coordination between SCADA Vendor and WASCO staff.
The qualifications and experience of any person subsequently assigned to the position of Consultant shall be acceptable to CDB.
The duration of the assignment is expected to be twelve (12) months of intermittent duration.
WASCO now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.
