Procurement Notice

The Government of   the Commonwealth of Dominica (GOCD) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to EUR 158,710 towards the cost of the Development of a Comprehensive Proposal for the Establishment of a National Multi-Purpose Agro-Processing Facility Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project. Payments by CDB will be made only at the request of GOCD and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.   No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The following consultancy assignments will be procured under the project:

1. Consultancy Services to Develop a Sustainability Plan Inclusive of a Situational Analysis and a Strategic Plan Outlining the Business Case and the Financial and Operational Model for the Establishment of an Agro-Processing Facility Concept;
    
2. Consultancy Services for the Development and Implementation of a Capacity Development Programme for Potential Users of the Agro-Processing Facility;
    
3. Consultancy Services for the Preparation of Production Layout Designs for the Proposed National Agro-Processing Facility; and
    
4. Consultancy Services for the Preparation of Architectural and Structural Designs of a National Agro-Processing Facility.

It is expected that these will be procured during the period October 2022 to October 2023.
