Overview

The Government of Commonwealth of Dominica (GOCD), with the financial support of the Caribbean Development Bank (CDB), is carrying out various programs to rehabilitate the island’s basic services and infrastructure after the devastation caused by Hurricane Maria in September 2017. This includes the rehabilitation and improvement of schools in order that the education system remains responsive to the human resource development needs of the country under the Dominica Climate Resilience and Restoration Project 2018 - Post Hurricane Maria. (DCRRP) Payment by CDB will be made only at the request of GOCD and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCD shall derive any rights from the Grant Agreement or have any claim to the proceeds of the Loan.

The GOCD, has launched the DCRRP through the Project Implementation Unit (PIU) of the Ministry of Education, Human Resource Planning, Vocational Training, and National Excellence as the Executing Agency.

The objective of this assignment is to procure the services of building contractors for the resilient renovation and upgrade of four primary school campuses across the island.

The construction works to be financed is broken down into the following two lots:

          Lot 1 – Renovation of the Grandbay Primary School

          Lot 2 – Renovation of the WS Stevens Primary School

The Ministry of Education, Human Resource Planning, Vocational Training, and National Excellence, through the DCRRP, intends to pre-qualify contractors for the above set of works. It is expected that invitations for bid will be issued in April 2020.

Eligible contractors interested in submitting Applications for any of the above works are invited to submit separate submissions for each lot in sealed envelopes, clearly marked:

  I. Application to Pre-qualify for:

    Lot 1 – Renovation of the Grandbay Primary School

OR

  II. Application to Pre-qualify for:

    Lot 2 – Renovation of the WS Stephens Primary School

Eligiblity

Consideration of eligibility will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible member country of CDB and are either:

   (a) More than 50% beneficially-owned by a citizen or citizens and/or a bona fide resident or residents  of an eligible country or countries, or by a body corporate or bodies corporate meeting these requirements; or

  (b) Owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement.

The requirements for qualification must include evidence of:

(a) An average annual turnover (defined as billing for works in progress and completed) over the last five years as follows:

   For Lot 1 – US$2.6 million

   For Lot 2 – US$1.2 million

(b) Demonstrable cash flow including access to credit as follows:

   For Lot 1 – US$65,000.00

   For Lot 2 – US$40,000.00

(c) experience as prime contractor in the construction of at least 2 assignments of a nature and complexity comparable to the proposed project activity within the last 5 years, each of a value of at least US$ 1,000,000 (to comply with this requirement, works quoted should be at least 80 percent complete).

Instructions

Applicants are invited to submit prequalification documents for at least one lot, but is also allowed to submit prequalification documents for multiple lots on separate submissions, each complete with all the required information and documents to allow for simultaneous evaluation.

In addition to the original application, the Applicant shall submit 2 (two) hard copies, and (1) one soft copy in the form of a flash drive or readable CD

Prequalification submissions must be in English and must be submitted to the following address no later than 2:30pm local time on Friday 21st February, 2020.

GOCD reserves the right to cancel the prequalification process. GOCD will not be bound to assign any reason for not pre-qualifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the pre-qualification documents.
