Overview

The Organisation of the Eastern Caribbean States (OECS) has received grant financing from the Caribbean Development Bank (CDB) in an amount equivalent to two million seven hundred and eighty- three thousand United States dollars US$2,783,000 towards the cost of the Enhanced Country Poverty Assessment Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of the OECS and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than the OECS shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.

Instructions

The following consultancy assignments will be procured under the project:

  1. consultancy for a Pilot project to inform on a Geographic Information System (GIS) platform for Data dissemination and visualisation;
  2. training to build capacity in the use of GIS;
  3.  training to build capacity in reporting on Multi- dimensional Poverty Measurement (MPM); and
  4.  multiple small consultancy packages to support project implementation in nine (9) Member States.
  5. It is expected that these will be procured during the period November 2016 to December 2019.

The following goods and/or non-consultancy services will be procured under the project:

  1. 100 android tablets to support data entry; and
  2. GIS software Equipment; and

It is expected that these will be procured during the period November 2016 to December 2019.
