Overview

Humana People to People Belize (HPPBZ) has applied for financing from the Caribbean Development Bank (CDB) in an amount equivalent to four hundred and sixty-two thousand United States dollars (USD462,000) towards the cost of the Enhancing Community Management, Production, and Preparedness through Organized Workers for Environmental, Educational, and Economic Resilience- Belize Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of HPPBZ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than HPPBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants, contractors and suppliers from member countries of CDB and other countries eligible for procurement under the European Union (EU)-funded programme, which are not CDB member countries.  Potential bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website as well as detailed eligibility criteria as mentioned in the EU Eligibility Rules

Instructions

The following consultancy assignments will be procured under the project:

 

  1. Project Coordinator

  2. Community Outreach Officers (2 officers) 

  3. Consultancy services to develop Multi-hazard Operational Plans for 10 communities

  4. Graphic Designer

  5. Project Expenditure Verification/Audit

  6. External final project evaluation

 

It is expected that these will be procured during the period February to September 2026.

 

The following goods and/or works and/or non-consultancy services will be procured under the project:

 

  1. Equipment, supplies and materials for farmer’s clubs (e.g., seeds/seedlings, shovels, rakes, hoes, machetes, wheelbarrows, water cans, water pumps, silos/pumps, markers/ signage, bags, trays, lumber, chicken, pigs)

  2. Solar panels and batteries, as well as installation

  3. Equipment and gears for Village Emergency Committees 

  4. Motorbikes

  5. Vehicle (pick-up) 

  6. Insurance for motorbikes and vehicle

  7. IT Equipment (Laptops and software, printer)

  8. Phones

  9. Office and administrative cost (supplies, stationery, etc). 

  10. Personal protective equipment 

  11. Visibility and Communication (website, t-shirts, leaflets, banners)

 

It is expected that these will be procured during the period January to September 2026.
