Overview

The Barbados Port Inc (BPI) has received financing from the Caribbean Development Bank (CDB), allocated from the CARIFORUM – European Union Economic Partnership Agreement (EPA) and the CARICOM Single Market and Economy (CSME) Standby Facility for Capacity Building in an amount equivalent to EUR 253,418, to assist in financing the Establishment of a Port Community System (PCS) for Barbados Project.  Payments by CDB will be made only at the request of BPI and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than BPI shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Contractors and/or Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities. For contracts financed with funds from the EU Standby Facility, country eligibility shall be extended to countries eligible for procurement for European Union-funded projects, which are not CDB Member Countries. A list of such countries can be found in Appendix 1 (“EU Eligibility Criteria”) to this Notice for reference.

Potential Bidders/proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.  

Instructions

Under this facility funds will be utilised to facilitate the procurement of ICT Software and Hardware equipment to establish a Port Community System operation. It is expected that these goods will be procured during the period: October 2023 to August 2024.
