Overview

The Bureau of Standards Jamaica (BSJ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to EUR157,552 to assist in financing the expansion of certification services by the National Certification Body of Jamaica (NCBJ).  Payments by CDB will be made only at the request of BSJ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than BSJ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.  For Goods and Services procured with funds from the project, the eligibility for procurement shall be extended to countries eligible for procurement under EU-funded projects, which are not CDB Member Countries.

Instructions

The following consultancy assignments will be procured under the project:

  1. Consultancy services to conduct survey-based market needs assessment to identify a suitable Food Safety Management System (FSMS) for NCBJ to provide certification services to CARIFORUM food manufacturers/ exporters.
  2. Consultancy services to facilitate the implementation of ISO/IEC 17065:2012 at the NCBJ towards accreditation of FSMS; and to train external auditors in Jamaica in ISO/IEC 17065:2012 and the selected FSMS requirements towards certification

It is expected that this will be procured during the period: March 2021-March 2023.

The following non-consultancy services will be procured under the project:

  1. Workshop venue, supply of coffee break, lunches for 20 persons

It is expected that these will be procured during the period: March–July 2021.
