Overview
The Government of St. Kitts and Nevis (GSKN) has received financing through the Green Climate Fund (GCF) Country Readiness Programme and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. In this regard, the Caribbean Development Bank (CDB) has been selected as the Delivery Partner to support the implementation of a project entitled – “GCF Readiness Proposal for St. Kitts and Nevis (SKN) for Institutional Capacity and Coordination and Country Programming”. The financing shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the GSKN shall derive any rights from the financing or have any claim to the proceeds of the financing.
SKN is seeking to build capacity within its National Designated Authority (NDA) to the GCF, by delivering the necessary mechanisms to help the NDA to better engage with the GCF and increase access to funding. Specifically, the project will develop a coordination mechanism for stakeholders and a strategic country programme that will guide SKN’s engagement with GCF. In addition, a new National Development Planning Framework will be completed along with an Urban Resilience Plan.
CDB now wishes to procure consultancy services for the development of an urban resilience plan.
The objective of this consultancy is to provide technical support to GSKN to strengthen resilience planning through the formulation of an Urban Resilience Plan. The duration of the assignment is expected to be for a period of seven (7) months. Further details can be found in the attached Terms of Reference.
Eligiblity
CDB now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.
Consultants shall be eligible to participate if they fulfil:
1. the following eligibility requirements:
(a) the persons are citizens or bona fide residents of an eligible country; and
(b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.
2. the following integrity requirements:
(a) is not subject to sanctions under the United Nations (UN) Security Council taken under Chapter VII of the Charter of the UN;
(b) has not engaged in Prohibited Practices, as detailed in Paragraph 2.02 (a) of the Procedures for Dealing with Fraud and Corruption in CDB-Financed Projects (October 2014 or as updated from time to time)[1];
(c) is not suspended or debarred by CDB for engaging in the Prohibited Practices referenced in 2. (b) above;
(d) is not publicly debarred by a Multilateral Development Bank subject to the Agreement on Mutual Enforcement of Debarment Decisions[2] in their own right, or under abovementioned agreement; and
(e) is not subject to a conflict of interest that would undermine the Consultant's ability to provide professional, objective, and impartial advice.
CDB requires that all parties involved in the procurement process avoid and declare promptly and proactively in writing to CDB any potential, apparent or actual conflicts of interest. Without limitation on the generality of the foregoing, the Consultant shall not be hired under the following circumstances: Conflict between consulting activities and procurement of goods, works or non-consulting services, conflict among consulting assignments, and/or close relationships with CDB staff or other stakeholders involved in or expected to be involved in the procurement or subsequent contract management.
Eligible countries are member countries of CDB.
Instructions
In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. All information must be submitted in English. Further information may be obtained from the first address below between 8:30 am and 4:00 pm Monday to Friday.
Electronic copies of the Expressions of Interest must be sent via the e-mail addresses in Address 1 below and copied to the e-mail addresses in Address 2 below, no later than 4:00 pm (EST) on September 30, 2021. Submissions shall include a cover page displaying the name and address of the applicant and the subject line shall be clearly marked “Expression of Interest – Consultancy Services for the development of an Urban Resilience Plan”.
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. CDB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
