Overview

GENERAL PROCUREMENT NOTICE

 

The Government of Grenada (GOGR) has received financing from the Caribbean Development Bank (CDB) in an amount of approximately USD10 million, towards the cost of the Health Sector Strengthening Project (the Project) and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  The financing is provided from funds by the European Investment Bank (EIB) Loan to CDB: Second Climate Action Line of Credit - COVID-19 Component.  Payments by CDB will be made only at the request of GOGR and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOGR shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

 

The following goods, works and non-consultancy services will be procured under the project:

(a) Design, Construction and Equipping of the Central Medical Stores Expansion

(b) Health Facility Upgrades

(c) Laundry Equipment for Health Facilities

(d) Software and Equipment for Digitalisation of the Health Sector

(e) Training in Rehabilitation and Counselling

(f) Training in Risk Communications

(g) SSL Certification of the National Immunization Registry

It is expected that these contracts will be procured during the period August 2023 to June 2024.

 

The following consultancy assignments will be procured under the project:

(a) Engineering Support for Equipment Upgrades at Selected Health Facilities

(b) Feasibility Study and Detailed Design for the Transformation of Selected Health Facilities

(c) Development of a Policy and Plan for the Digitalisation of Health Services

(d) Review of Selected Health Sector Policies and Legislation

(e) Project Coordinator

(f) Health Procurement Agent

It is expected that these services will be procured during the period August 2023 to June 2024.

Eligibility

Consultants, Contractors and/or Suppliers from member countries of CDB as well as all EIB Member Countries that are not CDB Member Countries, will be eligible to participate in these procurement opportunities, for goods, works and services utilising EIB financing.  Where those EIB-funded contracts utilise financing above the required European Union (EU) thresholds for advertising, procurement and award notices shall also be published in the Official Journal of the EU (OJEU).  Potential proposers are advised to review the detailed eligibility criteria detailed in Section 4 of the Procurement Procedures for Projects Financed by CDB (January 2021), as published on CDB’s website (www.caribank.org).
