Overview

Invitation To Bid – Supply of Goods

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to a Loan of Sixteen Million One Hundred and Ninety-two Thousand United States Dollars or US$16.192 million and a Grant of Seven Hundred and Forty Thousand United States Dollars or US$ 740,000.00 towards the cost of the Education Quality Improvement Project (EQuIP) and intends to apply a portion of the proceeds to eligible payments under this contract.  Payment by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the respective Loan and Grant Agreements.  The Loan and Grant Agreements prohibit a withdrawal from the Loan and Grant Accounts for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than the GOSL shall derive any rights from the Loan Agreement/Grant Agreement or have any claim to the proceeds of the Loan and Grant.

The Ministry of Education, Sustainable Development, Innovation, Science, Technology, and Vocational Training through the Project Coordination Unit of the Education Quality Improvement Project is the Executing Agency for the Project, and the Department of Education, is responsible for the overall implementation of the project. The Department of Education through its Project Coordination Unit intends to invite sealed bids from eligible and qualified bids for the supply of Educational Resources and Learning Materials as indicated in Lot 1, 2, 3, 4, 5 and 6.  

The bidder may bid for any individual Lot or any combination of Lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid:

(a) Lot 1 - Assistive Devices;

(b) Lot 2 - Numeracy Materials;

(c) Lot 3 - Performing Arts Equipment;

(d) Lot 4 -TVET Resources;

(e) Lot 5 - Recreational School Items;

(f) Lot 6 - Storage Cabinets.

The bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects Financed by CDB (November, 2019) and is open to all bidders from eligible countries.

Eligible countries are member countries of CDB. Bidders are advised to review the relevant eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (November, 2019)

Eligibility

Firms whether applying individually or in the form of a Joint Venture, shall:

(a) be legally incorporated or otherwise organised in, and have their principal place of business in an Eligible Country;

(b) be more than fifty (50) percent beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined; and

(c) shall have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e. more than fifty (50) percent of the value of the contract, will accrue or be paid to sub-  contractors or sub-consultants that are not from an Eligible Country.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted.  Qualification requirements include, inter alia:

  1. That, if required in the BDS, a Bidder that does not manufacture or produce the Goods it offers to supply shall submit the Manufacturer’s Authorisation using the form included in Section IV, Bidding Forms to demonstrate that it has been duly authorised by the manufacturer or producer of the Goods to supply these Goods in the Purchaser’s Country;
  2. The documentary evidence of the Bidder’s qualifications to perform the Contract if its Bid is accepted shall establish to the Purchaser’s satisfaction:
  3. That, if required in the BDS, in case of a Bidder not doing business within the Purchaser’s Country, the Bidder is or will be (if awarded the Contract) represented by an Agent in the country equipped and able to carry out the Supplier’s maintenance, repair and spare parts-stocking obligations prescribed in the Conditions of Contract and/or Technical Specifications.

Instructions

Bidding and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective supplier’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Bid documents will be available for first inspection at the link provided below, from November 27, 2023 on weekdays between 9:30 a.m. and 5:00 p.m. Eastern Caribbean Time.

The electronic Bidding submission procedures shall be via Bid Submission Link: https://in-tendhost.co.uk/goslprocurement (for the Bidding Document ICB009)no later than 9:30 a.m. Eastern Caribbean Time on Thursday January 18, 2024.

Qualification information only must be submitted simultaneously to the third address below.

Each bid must be accompanied by a Bid-Securing Declaration. Late bids will be rejected.

The GOSL / Ministry of Education, Sustainable Development, Innovation, Science, Technology and Vocational Training reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for action by the GOSL/Department of Education. GOSL will not defray any costs incurred by any bidder in the preparation of bids.
