The Government of St. Vincent and the Grenadines (GOSVG) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$ 185 Million towards the cost of the Kingstown Port Modernisation Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSVG and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSVG shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Ministry of Urban Development, Energy, Airports, Seaports, Grenadines Affairs, and Local Government, the Executing Agency, now wishes to procure consultancy services for Social and Gender Specialist (SGS). The SGS will work under the overall guidance of the Project Manager. The objectives of the consultancy are:
- To provide social inclusion and gender equality support to the Project Management Team during project implementation to ensure compliance with the CDB’s Environmental and Social Safeguards Policies, national regulatory requirements and the environmental laws of St. Vincent and the Grenadines.
- The SGS will collaborate with the Environmental Safeguards Specialist on implementing elements of Environmental and Social Management Plan (ESMP) and monitoring day-to-day activities.
- The SGS shall prepare monthly, quarterly, semiannual and annual reports that should incorporate the specific social and gender impact assessments, monitoring and capacity building activities and submit the following deliverables:

- Final ESMP, inclusive of Stakeholder Engagement Plan and Grievance Redress Mechanism
ii. A “Maritime Administration’s Policy on Gender Equality and Social Inclusion” including Appendices detailing the consultation undertaken in developing the policy, and the proposed training plan for policy implementation.

The Consultant should possess the following minimum qualifications and experience:
- Master’s degree in social work, social psychology, gender studies, sociology, international development, facilitation and negotiation, policy design and development, social and gender impact assessments, social safeguard oversight including resettlement, anthropology, public policy or other related field.
- Experience supporting Governments to oversee involuntary resettlement and/or involuntary economic displacement activities is essential.
- Minimum of ten (10) years’ relevant practical experience encompassing stakeholder engagement practice, gender assessment, community development, livelihoods programming, community resettlement and/or social/gender research using participatory approaches including qualitative research techniques (surveys, focus groups, workshops, mediation, facilitation, etc.).
- Minimum of seven (7) years’ experience developing and implementing policy papers and strategies, particularly on social and gender issues.
- Minimum of seven (7) years’ experience developing and delivering gender sensitisation training.
- Minimum of five (5) years’ experience in community research and participatory community development.
The duration of the assignment is expected to be for a period of no more than twenty-four (24) months. The successful Consultant must be able to relocate to St. Vincent full-time for a minimum of one year.
The Ministry of Urban Development, Energy, Airports, Seaports, Grenadines Affairs, and Local Government now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.
The submission should include:
- Curriculum Vitae of the Consultant.
- At least two (2) current and relevant references for similar activities.
- Professional portfolio of previous work experience relevant to the assignment.

The deadline for submission is extended to Friday May 20, 2022, at 14:00 hours St. Vincent and the Grenadines Local Time. Submissions must be sent electronically via PDF document to: svgportmodernization@gmail.com and, on the same e-mail, copy to procurement@caribank.org, either as an attached document or through a download link within the email message.
The “Subject” field of the email message must read: “Expressions of Interest – Consultancy Services for Social and Gender Specialist – Kingstown Port Modernisation Project” and the body of the email shall include the name and contact details for the individual.
Following the evaluation of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. GOSVG reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
