REQUEST FOR EXPRESSIONS OF INTEREST
The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) – United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Millennium Highway and West Coast Road Reconstruction Project (MHWCRRP) and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purposes of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Department of Infrastructure, Ports & Transport (DIPT), the Executing Agency, now wishes to procure consultancy services for a Project Coordinator (PC).
The objective of the consultancy is to manage and implement the MHWCRRP through an established Project Management Unit (PMU) within the DIPT and shall report directly to the Chief Engineer/Project Team Leader, of the PMU or his/her designate. The captioned project’s overall objective is to contribute to increased resilience in the road sector and the socio-economic development of Saint Lucia. Further details can be found in the attached Terms of Reference (TOR) and on the Government of Saint Lucia’s website (see address 1 below).
The duration of the assignment is expected to be for a period of 20 months full time.
DIPT now invites interested eligible individuals to submit Expressions of Interest indicating qualification and experience required to provide these consultancy services.
Eligibility
Individual Consultants shall be eligible to participate if:
(a) the persons are citizen or bona fide residents of an eligible country;
(b) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country; and
(c) the consultant is not subject to any restrictions under European Council Regulation No. 2580/2001 of 27 December 2001 or the Terrorism (United Nations Measures) 2009 of the UK with a view to combating terrorism.
Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4 and conflict of interest provisions in Section 5 of the Procurement Procedures for Projects Financed by CDB (November,2019), as published on CDB’s website.
In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.
All information must be submitted in English. Further information may be obtained from the Office of the Chief Engineer (see address 2. below) between 0800 and 1600 hours, Mondays to Fridays.
Instructions
Four (4) hard copies of the Expressions of Interest must be received at the third postal address below no later than 0900 hours Saint Lucia local time on Wednesday, May 08, 2024 and one e-copy must be sent similarly by email to CDB at the fourth email address. The sealed envelope containing each submission to the third address should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Project Coordinator, Millennium Highway and West Coast Road Rehabilitation Project - UKCIF.” The subject line of the emailed submission shall state “Expression of Interest – Project Coordinator, Millennium Highway and West Coast Road Rehabilitation Project – UKCIF” and the body of the email shall clearly detail the name and address of the applicant.
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. GOSL reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
