Overview

The Government of  Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) and the United Kingdom Caribbean Infrastructure Partnership Fund in an amount equivalent to fifty-two million, nine hundred and seventy-five thousand United States dollars (USD52.975 mn) towards the cost of the Philip Goldson Highway and Remate Bypass Upgrading Project and intends to apply a portion of the proceeds of this financing to eligible payments under contracts procured under this project.  Payments by CDB will be made only at the request of GOBZ and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOBZ shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Eligiblity

Consultants, Contractors and Suppliers from member countries of CDB will be eligible to participate in these procurement opportunities.

Instructions

The following consultancy assignments will be procured under the project:

  1. Development and Implementation of a Gender-Sensitive Community and Schools Public Education Programme to Increase Awareness and Outreach on Gender-Based Violence and Transmission of Sexually Transmitted Diseases along the Philip Goldson Highway and Remate Bypass
  2. Design and Construction Supervision of Minor Works to Create Safe School Zones
  3. Development and Implementation of a Livelihoods Capacity Development Strategy and Action Plan for Small Businesses and Communities in the Towns, Districts and Communities along the Philip Goldson Highway (Miles 24.5 To 92) and the Remate Bypass
  4. Project Coordinator
  5. Project Engineer
  6. Community Liaison Officer
  7. Social and Gender Specialist
  8. Environmental Specialist
  9. Monitoring and Evaluation Specialist
  10. Road Inspector

It is expected that these will be procured during the period December 2020 to April 2022.

The following goods and works will be procured under the project:

  1. Works Lot 1 – Mile 24.5 to Orange Walk Town Roundabout
  2. Works Lot 2 – Orange Walk Town Roundabout to Remate Junction South
  3. Works Lot 3 – Remate Bypass
  4. Works Lot 4 - Remate Junction South to Remate Junction North through Corozal Town
  5. Minor Works for Safe School Zones
  6. Project Management Vehicles
  7. Project Management Furniture and Equipment

It is expected that these will be procured during the period December 2020 to October 2022.
