Overview

GENERAL PROCUREMENT NOTICE

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to eighteen million United States Dollars (US$18,000,000.00) towards the cost of Programme for Education, Realignment and Transformation (PERT) Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing. 

Eligiblity

Consultants, contractors and suppliers from member countries of the CDB will be eligible to participate in these procurement opportunities. The Department of Education and Digital Transformation is the Executing Agency for this project. 

Instructions

The following activities will be procured under the project during the period February 2026 to September 2029:

  1. Consultancy Services:

  • Consultancy services to provide construction design and supervision services for infrastructure works on Special Education Needs (SEN) Schools  (Annex).

  • Consultancy services to provide construction supervision of the infrastructure works for Castries Comprehensive School and Beanefield Secondary Technical and Vocational and Training (TVET) laboratories.

  • Consultancy services to provide design and construction supervision of the infrastructure works for seven GPE climate resilience schools.

  • Consultancy to facilitate the development of a gender-responsive entrepreneurship program, which will utilize existing Caribbean Vocational Qualifications (CVQ) and Caribbean Secondary Education Certificate (CSEC) subjects/modules and a costed action plan to inform the implementation of this new programme as a pilot in the flagship schools.

  • Development and implementation of an Early Identification System (EIS) for students with special education needs and students deemed at risk.

  • Positions to be filled for the on-island Project Management Unit (PMU) to include; Project Coordinator for the PMU; Project Officer – Education; Project Accountant; Monitoring and Evaluation Officer; Project Officer – Civil Engineer; Communications Officer; – Procurement Officer.

  • Consultancy to conduct the Mid-term evaluation of the PERT Project.

 

The following goods and/or works and/or non-consultancy services will be procured under the project during the period February 2026 to September 2029:

  1. Works, Goods, and Training:

  • Construction of a school block at the Soufriere Comprehensive Secondary School and expand and refurbish the staff administrative section.

  • Construction of a new Special Education Needs Schools at Vieux Fort.

  • Rehabilitation of the TVET laboratories at selected secondary schools. 

  • Rehabilitation of 7 primary schools to improve climate resiliency.

  • Provision of equipment for workshop/laboratories for TVET.

  • Provision of materials and kits for the school Entrepreneurship program.

  • Provision of assessment materials for EIS.

  • Provision of SEN furnishing and equipment for newly constructed schools. 

 

Training: 

Skills training and certification for educators in SEN education, psychosocial support, gender sensitisation, TVET delivery, and Early Childhood Development (ECD) methodologies at the Bachelor’s and Master’s level education, thereby ensuring long-term sustainability and professional excellence within the education system. The specifics are given below:

  • Educational training for teachers and officers to degree level in TVET and ECD.

  • In-service training for TVET officers and teachers. In-service training for ECD officers and teachers.

  • Professional Development Certificate in SEN training for school leaders.

  • Reading assessment training for teachers.

  • Psychometric Micro credential for school counselors.

  • Training to master’s level for selected officers in select specialized education fields.
